SOLICITATION NUMBER: HHS-NIH-NIDA(SS/SA)-3038890 TITLE TIBCO Spotfire Enterprise Analytics Software Platform INTRODUCTION This is a Sources Sought notice. This is NOT a solicitation, request for proposals (RFP), proposal abstracts, nor a request for quotations (RFQ). The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources that includes; (1) other than small businesses (large businesses, education institutions, non-profits, etc.); (2) small business sources; (3) HubZone small businesses; (4) service-disabled small businesses; (5) veteran-owned small businesses; (6) 8(a) small businesses; (7) veteran-owned small businesses; (8) woman-owned small businesses; (9) small disadvantaged businesses; and (10) private contractors and consultants, who can perform the requirements of the size classification relative to the North American Industry Classification System (NAICS) code as specified below. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for research and information purposes only. The information requested will assist the Government in determining the appropriate acquisition method, including whether a small business social-economic set-aside, competitive or non-competitive method is possible, and to determine the availability of qualified companies technically capable of meeting the Government's requirement. ALL organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE The NAICS code applicable to this requirement is 511210-Software Publishers and the associated small business size standard is $25 million dollars. PROJECT DESCRIPTION This requirement is for the purchase of the TIBCO Spotfire enterprise analytics software platform developed by CambridgeSoft Corporation, a subsidiary of Perkin Elmer. The National Center for Advancing Translational Sciences (NCATS) will use Spotfire a unique data visualization platform which will allow handling of the specialized nature of chemical and biology data. Spotfire will provide the capability to access data easily and transparently with one click access to both chemistry and biology data for visualization, analysis and association with other information which will help drive structural recommendations and improve the choice of synthesis paths to design effective drugs. NCATS scientists have generated terabytes of biology and chemistry data in the past 8 years. This data presents a significant challenge in visualization and analysis. Spotfire is an industry standard software platform that enables advanced visualization and analysis of such data, ranging from microarray gene expression data to medicinal chemistry and bioassays. Spotfire increases efficiencies of data utility on a daily basis by allowing scientists to draw conclusions and make decisions about their experimental data. The features of IBCO Spotfire enterprise analytics software that are essential to the government's requirement are (1) a backend platform that can be setup for automated integration with in-house chemical and biological chemical databases that are in Oracle or in any SQL database format. This will enable informatics scientists at NCATS to design backend server-side solutions that facilitate access to NCATS intramural data on high throughput screening, medicinal chemistry and pharmacological data; (2) Data visualization, analysis and data processing abilities which allows rapid handling of gene expression data, bioassay data profiling, clustering, heatmap tables, and rapid bio and chem data filtering; (3) Chemistry handling abilities allows direct connect to NCATS chemistry databases. Chemical databases are unique compared to typical databases people are used to such as finance or procurement or HR systems. Chemical databases require processing of chemical structures in a way that allows for chemical substructure searching and searching for similar compounds. Spotfire has this ability to directly connect to chemical databases and return chemical substructure search results directly in the visualizations. Chemical structures themselves are also shown in the software; (4) Capability for medicinal chemists to build structure-activity-relationships. These are unique kinds of visualizations that are a specialty in medicinal chemistry field, which is a major discipline we support at NCATS. Typically, these R-group tables are generated manually. In Spotfire, these can be auto generated; and (5) The ability to allow developers to customize and extend Spotfire platform is also unique and gives a big advantage in NCATS being able to customize further any data visualizations and algorithms for clustering or data processing. CAPABILITY STATEMENT /INFORMATION SOUGHT Respondents must provide, as part of their responses, clear and convincing documentation of their capability of providing the item(s) specified in this notice that meets the salient physical, functional, or performance characteristic of the item specified herein. The response should include the product or catalog number(s); product description; estimated price; estimated shipping or handling costs; and any other information or factors as applicable that may be considered such as, past performance; special features of the supply or service required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; environmental and energy efficiency considerations; and delivery terms. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. All responses to this sources sought notice must be submitted electronically (via email) to Andrea McGee, Contract Specialist at email andrea.mcgee@nih.gov on or before September 23, 2013, 12:00 noon eastern standard time. Facsimile responses will be accepted at 301-480-1358. The response must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. CONCLUDING STATEMENTS Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
