- SOLICITATION NUMBER: SB1341-13-RQ-1017 RESPONSE DATE: Friday, September 27, 2013 2:00 PM EST SUBMISSION METHOD: All quotes shall be submitted by email only to Maisie.Meade@nist.gov. CONTACT POINTS: Maisie Meade, Contract Specialist, (301) 975-5935 Mimi Robinson, Contracting Officer, (301) 975-3696 DESCRIPTION: This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in FAR subpart 12.6-streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69. REQUIRMENT: The National Institute of Standards and Technology requires a Fire Test facility to conduct fire research. NAICS: The associated North American Industrial Classification System (NAICS) code for this procurement is 611519 with a small business size standard of $14,000,000.00. LINE ITEMS FOR PRICING: All interested Contractors shall provide a quote for the following: Line Item 0001: Firm Fixed Price for Fire Testing services and support facilities in accordance with Statement of Work to include the procurement of all materials, labor for construction and fire tests. Line Item 0002: Not To Exceed Travel (NTE) cost with breakdown of how the costs were derived, if applicable. EVALUATION CRITERIA AND BASIS FOR AWARD The Government will issue a purchase order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: 1. Facility and Support Services Capabilities - Quote shall clearly show how it meets and or exceeds the specification as detailed in the Statement of Work. 2. Distance from NIST, Gaithersburg, MD 3. Experience – Quote shall demonstrate degree of corporate experience in facility fire testing with the relevancy comparable to the Statement of Work. QUOTE SUBMISSION 1. Detailed information on facilities so that the Government will be fully informed as to whether the site meets or exceeds requirements, as detailed in Statement of Work. 2. Information on site location and its proximity to NIST, Gaithersburg, MD. 3. Experience – Examples of past support of requirements that are of the same type and scope of this requirement. Examples shall have occurred within the last three (3) years. 4. Firm Fixed price for full support. Backup documentation shall include labor mix with each associated task. Note Labor Mix means labor categories, quantity of hours per labor category, and fully burdened rate per labor category. Also, the breakdown of all non-labor pricing Materials for fire testing shall also be included. 5. If applicable, NTE travel costs with the breakdown of how those costs were derived. ** Note NTE Travel costs, if quoted, will be included in the overall assessment of price. (a) Upon receipt of accelerated payments from the Government, the contractor is required to make accelerated payments to small business subcontractors to the maximum extent practicable after receipt of a proper invoice and all proper documentation from the small business subcontractor. (b) Include the substance of this clause, including paragraph (b), in all subcontracts will small business concerns. (c) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act.
