Pre-Solicitation Conference Announcement - Advanced Trace Detection Instrumentation and Methodologies - HSHQDC-13-R-B-0005 (BAA 13-03) Advanced Trace Detection Instrumentation and Methodologies HSHQDC-13-R-B-0005 (BAA 13-03) Pre-Solicitation Conference Announcement Event: Advanced Trace Detection Instrumentation and Methodologies BAA 13-03 Pre-Solicitation Conference Sponsorship: Department of Homeland Security, Science & Technology Directorate (DHS S&T) Date: Monday, October 28, 2013 Time: 8:30am to 12:00pm Where: Wilbur J. Cohen Building, 330 Independence Ave SW (entrance on C St. SW), Washington, DC 20202 Background: DHS S&T seeks trace instrumentation and methods to improve trace explosive detection capabilities. This BAA will be split into four primary components: retrofit of explosive trace detectors (ETDs); desktop ETDs; portable ETDs; and advanced explosive detection tools and methods, including signature analysis and data analytics, advanced contact sampling, and non-contact sampling. This Broad Agency Announcement (BAA) encourages collaboration and teaming between multi-disciplinary research and development (R&D) organizations to achieve the desired R&D goals of DHS S&T and other DHS components, the Transportation Security Administration (TSA), Customs and Border Protection (CBP), U.S. Coast Guard (USCG), U.S. Secret Service (USSS), among others. This pre-solicitation conference relates to the technologies presented at the DHS S&T Advanced Trace Detection Instrumentation and Methodologies Industry Days held on July 25-26, 2013 and Request for Information (RFI) titled "Rapid Improvement of Explosive Trace Detection (ETD) Systems for Air Cargo Screening" released on July 1, 2013. Purpose: The objective of this conference is to provide information on the planned BAA prior to its formal release. The draft BAA 13-03 will be posted to FedBizOps prior to the pre-solicitation conference. Pre-solicitation conference attendees should bring their own copy of the draft BAA 13-03 with them, as copies will not be provided at the conference. Questions and comments about the draft BAA are encouraged and may be submitted in writing to BAA13-03@hq.dhs.gov no later than October 22, 2013. Responses to questions will be provided on the day of the conference to all attendees without revealing the source organization or individual submitting the question. Responses to questions will be posted to FedBizOps within 10 days after the conference. Material presented and discussed at the conference will be for information purposes only. This notice should not be construed as a commitment by DHS S&T to enter into any agreement with any entity who participated in the pre-solicitation conference, as a commitment to issues within the BAA concerning the subject of notice, or as a request for proposal. BAA Summary Description: The BAA will solicit sources for homeland security trace detection instrumentation and methodologies. Goals: The advanced trace detection technologies that DHS S&T, Explosives Division (EXD) is looking for should perform accurate detection with minimal false positive rates. Although such devices currently exist, technologies with significantly expanded capabilities and reduced system/life cycle costs are necessary in order to further promote passenger safety and homeland security. Technical Areas: This BAA will be split into four technical areas and multiple sub-areas: 1) Retrofit of ETDs currently approved for air cargo transport screening, specifically those systems listed in the Qualified or Approved Technology sections of the TSA's Air Cargo Screening Technology List (ACSTL). The retrofit should improve and/or expand detection capabilities and/or instrument reliability and maintainability. 2) Desktop ETDs for cargo, baggage or personnel screening in air transport environments that can selectively and sensitively identify threats from a significantly expanded library when compared to trace explosives detectors previously qualified by the TSA, and are structured to be modular to enable spiral upgrades as improvements in explosives detection are realized in the future. 3) Portable ETDs that will reduce the required footprint for ETD systems and allow the use of non-contact (direct analysis) or contact swab sampling while still maintaining threat detection capabilities at a cost comparable to new desktop ETD systems. 4) Advanced trace explosives detection tools and methods, including: a) Advanced signature analysis and data analytics for existing sensors and detection instrumentation to define innovative measurement system architectures that jointly optimize the physical measurement system and mathematical processing framework to provide a unified or jointly designed data acquisition, processing, and detection system. Applicable approaches include, but are not limited to: signature analysis, data analytics, information theory analysis, compressive measurement, active learning, sensor or data fusion, principle component analysis, adaptive or intelligent measurement approaches, and algorithm development. b) Advanced sampling tools and methodology, both direct and non-contact, to increase the collection efficiency and/or provide for additional security flexibility. Applicable areas include, but are not limited to: i. improved and/or new swab materials that are cost competitive to current sampling media, ii. improved wand or swab holder to increase collection efficiency, iii. novel approaches for sampling from human skin or clothing, iv. reliable air pulsed sampling and collection techniques, v. capability to rapidly sample entire exterior surface of carry-on baggage, checked baggage, or break bulk cargo, vi. rapid pre-concentration approaches, vii. complementary combination of direct and non-contact sampling to broaden sampling capability across different explosives families, viii. an upgradable non-contact trace hand-held sampling tool that will offer increased capability to respond to emerging threats, and ix. a cost-effective, rugged, ergonomic, "universal" trace collection swabbing tool supporting common ETD systems capable of providing users with feedback with regards to reproducible and adequate pressure application to ensure optimum operation. In general, performers from all task areas will be encouraged and expected to collaborate to the extent possible, being mindful of each organization's intellectual property and competition sensitive issues. Attendees Sought: Organizations with the skills and expertise noted in this announcement are sought, including, but not limited to: multi-disciplinary R&D teams from industry, universities, equipment manufacturers from various market sectors [e.g., TSA, Department of Defense, medical], national labs, third party algorithm innovators, and component manufacturers in the supply chain. DHS S&T seeks strong multi-disciplinary teams that will provide the needed fundamental and applied research expertise to define technologies and architectures that are transitionable by equipment manufacturers to DHS components (i.e., TSA, CBP, USCG, USSS) for homeland security deployment. Anticipated Government attendees will include staff from DHS S&T, TSA, CBP, USSS, USCG, and other potential Government customers. Meeting Security Classification: Unclassified.
