Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the Army Contracting Command - Aberdeen Proving Ground, CCAP-SCN, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to ECORE Commercial Flooring. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 1. Nature and description of the supplies or services required to meet the agency's needs: Contractor shall furnish Gym Flooring Materials to cover approximately 3,400 SF of the Fitness Center Gym/Exercise floor area and have excess tiles as needed for use in exterior patio and for wear replacement. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The suggested source was the only one found that has the 2FT. x 2FT x 1 quote mark thick recycled rubber tile with all of the requirements and the only source to have stock ready to ship with the colors selected which are integral to a properly color coordinated scheme for the fitness facility. The selected vendor has the ability to ship upon award to meet the requirements of the project schedule. The tile flooring is in the critical path of other finishes waiting to be completed therefore, in stock availability is essential to eliminate the possibility of any delays and added cost to the government. The currently delivery schedule proposed by the selected vendor is the only one that aligns with the current project schedule. The fitness center flooring tile colors were selected in coordination with Building 14 fitness center colors and finish selections approved by the government and either ordered and/or purchased by the contractor for a total coordinated color scheme. The fitness center building contractor was required to provide submittals for government approval for finish and color selections for all interior finish/color selections including but not limited to doors, door trim, wall paint, folding partitions and wall cove base. All selections had to be decided and approved by the government prior to construction implementation by the contractor. The contractor has received all approvals for all finish selections for the Bldg 14 fitness center that both the fitness center Architect and government worked together for a comprehensive properly coordinated color matched interior design. The building 14 fitness center paint colors and materials w/selected finishes for the fitness center construction contractor are already purchased and installed. The remaining folding partition and cove base will be ordered and/or purchased imminently as the building is anticipated to be complete by end of October. The fitness center flooring tile color and building components listed were carefully matched down to color, shade, finish materials and appearance to include the folding partition to be government furnished and installed. Fitness center flooring tile products offered by other vendors vary significantly in color, durability, in-stock availability, specifications and warranty. The fitness center flooring tiles were selected for the following additional requirements: a.Minimum 1 quote mark thick to prevent damage of concrete floor slab and leveling material from equipment accidentally dropped on floor and resulting damage to equipment. b.2FT. x 2FT for ease of installation, removal and replacement if damaged with minimal to no impact to gym equipment. c.Sustainability: 86% minimum Recycled Rubber content. d.15 YEAR WARRANTY e.Easily cleaned with standard cleaning products 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research incorporated detailed research of the following sources and products.
