- The purpose of this announcement is to inform industry of the basis for the Federal Aviation Administration ™s (FAA) decision to contract with a selected source via single source procedures. The FAA intends to solicit and negotiate only with Adacel Systems, Inc. of Orlando, Florida, in accordance with AMS Policy 3.2.2.4. The FAA, Safety and Technical Training Service Unit has an immediate need for two (2) Tower Simulation Systems (TSS), one for Los Angeles International Airport (KLAX) and one for Ted Stevens Anchorage International Airport (PANC). Two systems are being acquired to verify and implement safety mitigation procedures reducing the current operational safety risks for KLAX, PANC and PJNU. The DMAX 240 systems for KLAX and PANC are complete turn-key systems and will be used for resolution of current operational risks with taxiing aircraft on the movement areas of the respective airports. The TSS is a high fidelity, 3D visual display system that emulates operations at a controller ™s specific airport. It utilizes voice recognition technology and display systems that show a graphic representation of the airport environment, ground radar, communications, and airport radar system for airborne movements. The FAA currently has 43 TSS supporting 133 field locations as well as the FAA Academy. Although the TSS were procured from Adacel in December of 2007, Adacel designed, developed, and is the exclusive owner of the TSS MaxSim software currently in use. Due to the urgency and the interoperability requirements of the current need, it is not reasonable to procure the needed tower simulators from another contractor. The FAA must be able to run already created visual databases using Adacel ™s proprietary MaxSim software. Adacel, Inc. is the only vendor who can provide the necessary simulators, compatible with existing visual databases, within the necessary timeframe. This is anticipated to be a Fixed Price with a period of performance of one year and no option periods. The government anticipates this award to be an amount between $350 thousand $400 thousand.
