Description
The Army Contracting Command - Rock Island (ACC-RI) intends to award a bridge contract to extend the period of performance of the Local Employee Screening Support Team (LST) and Human Intelligence/Counter Intelligence Support Team (HST), referred to as LST/HST, for the Area Support Group-Kuwait (ASG-KU) Area of Operations (AOR). These services help the ASG-KU counter intelligence (CI) detachment in conducting screening of TCN employees operating within the ASG-KU AOR. The LST will conduct Biometrics Automated Toolset (BAT) enrollment of locally employed persons (LEP), for the purpose of granting installation access badges. In this context, an LEP is anyone other than a US citizen. BAT is a multimodal biometric system that collects and compares fingerprints, iris images and facial photos. It is used to enroll, identify and track persons of interest. The HST will conduct CI and Human Intelligence (HUMINT) screening of TCN employees at secured and fixed locations. Having a contractor perform these services frees the ASG-KU Direct Support CI Detachment to conduct ongoing operations and collection activities. The purpose of this bridge contract is to allow the services to continue while a competitive contact can be awarded. The scheduled period of performance of the bridge contract will be three months with three, one-month option periods. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Kingfisher Systems Inc, under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals and no public solicitation is available. Not implementing this action by 28 September 2013 could cause serious harm to the Government. However, the Government will consider proposals and capability statements from all responsible sources received by the Government within 15 days after the posting date of this synopsis. Written responses must include sufficient information to establish capability to fulfill the requirement in the timeframe required. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source modification described in this notice, and such determination shall be made at the sole discretion of Shanna Smith, the Procuring Contracting Officer.
