Description
The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation, Office of Transportation and Air Quality, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to procure a Sampling, Analytical, and Automation System for Heavy Duty Vehicle Emissions Testing. This acquisition will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334519 with a small business size standard of 500 employees. The U.S. EPA is undertaking a comprehensive program to implement chassis testing of heavy duty vehicle emissions at NVFEL in Ann Arbor, Michigan. This testing function is intended to support greenhouse gas regulations, other emissions compliance activities, and assessment programs. The Statement of Work (SOW), describes the engineering and operational requirements for the Sampling, Analytical, and Automation System for Heavy Duty Vehicle Emissions Testing. The equipment implementation described in the full SOW shall provide automated test sequencing and control, exhaust sampling and analysis, and data acquisition, data processing and data analysis; file handling and transfer, and a variety of tools for test configuration, maintenance, calibration and other support activities. The contractor shall provide, configure, install and commission a complete exhaust emissions sampling, analytical, and test cell automation system for determining mass emissions from Class 4-8 heavy duty motor vehicles. This system shall be designed and perform in accordance with the requirements of Code of Federal Regulations 40 CFR Part 1066 "Vehicle Testing Procedures", 40 CFR, Part 1037, "Control of Emissions from New Heavy-Duty Motor Vehicles", the requirements of other referenced sections of the CFR, and additional or supplemental requirements contained in this Statement of Work. The core requirement of this contract shall be to configure, build, install, and commission an emissions test system including: A complete automation system for setting up and running tests, data acquisition, data processing and validation, report generation and data analysis, file handling and transfer, and a variety of tools for test configuration, maintenance, calibration and other support tasks. Supplemental data acquisition requirements include data from the vehicle bus, and hybrid vehicle battery charge and discharge parameters acquired during vehicle operation. A full flow dilution Constant Volume Sampler (CFV-CVS) and exhaust dilution tunnel including all hardware and software necessary for bag and continuous dilute gas sampling, and sampling for particulate emissions. A dilute analytical system to provide bag and continuous analysis of: -Carbon monoxide, -Carbon dioxide, -Total hydrocarbon (heated system) -Methane (GC-FID for bag sampling; heated partial oxidation catalyst for continuous) -Oxides of nitrogen (NOx) -Nitrous oxide (bag analysis only) A raw exhaust gas sampling and analytical system to provide continuous analysis of: -Carbon monoxide -Carbon dioxide -Carbon monoxide -Total hydrocarbon -Methane -Oxides of nitrogen -Oxygen The solicitation will also include options to purchase extended warranty?s for preventative maintenance, analytical gas plumbing and up to four remote I/O devices. Equipment for particulate matter sample collection and other equipment to further enhance testing capabilities. Award will be made on a "Best Value" basis. All non-price evaluation criteria, when combined, are significantly more important that price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed equipment and systems to meet or exceed the SOW requirements; past performance record under comparable contracts; and relevant previous experience.
