REQ 3034259--CHART OF NETAPP BRAND NAME EQUIPMENT AND SERVICE NEEDED.PDF A. Introduction/Regulatory Authority/Statutory Authority: 1. This is a Combined Synopsis and Solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; therefore, quotes are being requested and a written solicitation will not be issued. 2. The solicitation number is CSS3034259 and the solicitation is issued as a request for quotation. 3. This acquisition is for commercial items and is conducted under the authority of the FAR Part 13-Simplified Acquisition Procedures and the FAR Part 12-Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. 4. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-69 effective August 1, 2013. The resultant purchase order will include all applicable provisions and clauses in effect through the FAC 2005-69 effective August 1, 2013. 5. This solicitation is a 100% Full-and-Open Competition. The intended procurement is classified under North American Industry Classification System Code 423430 with a Size Standard of 100 Employees. 6. Government's Requirements and Need Description: Upgrade to Pre-Existing Environment of NetApp Storage. Pre-Existing Environment of NetApp Storage: The NIF currently owns two NetApp FAS3240 controllers which provide storage capabilities but due to a miscommunication on installation the controllers were installed in two different buildings instead of side-by-side as intended. This purchase rectifies that mistake. 7. The contractor shall provide an Upgrade to Pre-Existing Environment of NetApp Storage as follows: - Brand Name Justification: The Government's current data storage system uses the NetApp brand name equipment and maintenanace. The purpose of this brand name only acquisition is to obtain a NetApp Disk Controller to facilitate backup and archival storage for the NIF in Building 10. The NIMH NIF provides research facilities to investigators that produce massive amounts of data (currently about 50-100TB). In order to keep up with the growing demand for data, additional disk space is needed and must be of compatible brand or else data storage capability will be compromised. Only the NetApp Disk Controller FAS2240-4-R5 and associated cables will meet the data storage requirement because the NIF currently owns two Netapp FAS3240 controllers and they are in two different buildings. Replacing one of the FAS3240s with a FAS2240-4-R5 and reuniting the two FAS3240s shall allow for the same backup and archival storage in Building 10 and additional redundancy in Building 49. Due to the proprietary nature of NetApp products, the only way to increase storage capabilities and provide redundancy for the currently owned equipment is to purchase a disk controller made by NetApp that shall work with the NetApp FAS3240 controller. Best value is obtained by adding on to the current NetApp equipment in this way because the alternative would be to purchase all new controllers and additional storage, an extensive and unnecessary investment. - Reference the Attachment: REQ 3034259--CHART OF NETAPP BRAND NAME EQUIPMENT AND SERVICE NEEDED.PDF - Further, the NetApp brand name equipment and maintenance are needed to implement Phase I of a 3 phase plan to improve the reliability and performance of NIF storage: Phase 1: Move the "controller" in Building 10 back to Building 49 and pair it with the current Building 49 controller, thus one controller can fail without causing the storage to go offline. Replace the controller in Building 10 with a slightly less powerful model, but still sufficient to copy data to. Phase 2 (optional): Add an "adapter card" (SCSI) to the (HP Z400) MR scanner workstation and attach it directly to the controller(s). Success with this step shall allow the Government to be able to write data directly to the storage; thus, eliminating the need to copy data from the scanner to the storage. 8. Period of Performance (POP)/Delivery Information: - POP: After Receipt of Award, Maintenance for 36 Months. - Delivery Location: The National Institutes of Health Campus; 49 Convent Drive; Building 49; Bethesda, MD 20892/Deliver 30 Days After Receipt of Order 9. The provision at the FAR clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. 10. The provision at the FAR clause 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The Government's evaluation procedure will be based on the ‘Technically Acceptable-Lowest Priced' method. Therefore, the quote which offers the technically acceptable and lowest priced solution to meet all the Government's requirements will be evaluated to be the ‘Best Value' to the Government. 11. The provision at the FAR clause 52.212-3, Offeror Representations and Certifications- Commercial Items, applies to this acquisition. An offeror must include a completed copy of the provision at the FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. 12. The provision at the FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. 13. The provision at FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. 14. Additional contract requirement(s) or terms and conditions ( i.e. contract financing arrangements or warranty requirements): Not Applicable. 15. The Defense Priorities and Allocations System (DPAS): Not Applicable. B. Responses and Questions: 1. Responses to this notice shall contain sufficient information to establish the interested party's bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. An offeror must have an active registration in the System for Award Management (SAM) www.sam.gov." 2.
