Description
NASA/GRC has a requirement for four (4) sets of secondary working standards (SWSs) corresponding to the Emcore ZTJ photovoltaic cells for performance qualification purposes. Pursuant to NASA's Multi-Purpose Crew Vehicle (MPCV)72527 Bilateral Software and Hardware Exchange Agreements with the European Space Agency (ESA), NASA is required to deliver these cells to ESA in December, 2013. NASA/GRC intends to purchase the items from Emcore Corporation. These cells must be purchased from Emcore to ensure the development activities and associated engineering test articles have the same electrical performance and mechanical characteristics of the ESA-provided MPCV flight solar arrays. These SWSs must be of the same configuration and type as the solar cells selected for the flight solar array wings to ensure accurate calibration of the array performance. Emcore ZTJ cells with an efficiency of 29.5% have previously been selected by ESA and provided by NASA to support the MPCV Program. Per the referenced agreement, NASA is required to provide solar cells in accordance with ESA requirements and specifications. Only the Emcore solar cells meet ESA's requirements and specifications. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 24, 2013.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
