- N00189-13-T-0346 The NAVSUP Fleet Logistics Center (FLC), Norfolk VA, intends to negotiate a Single Award, Indefinite-Delivery, Requirements Type Contract with Firm-Fixed-Price provisions in accordance with FAR Part 15 - Contracting by Negotiation, FAR Part 13.5 - Test Program for Certain Commercial Items and FAR Part 12 - Acquisition of Commercial Items, to obtain non-personal Direct Procurement Method (DPM) Household Goods Shipments and related services for Outbound, Inbound, and Intra-City personal property shipments for the area around Patuxent River, Maryland. DPM contracts include packing, containerization, local drayage, delivery, unpacking, storage and related services. The solicitation will be issued as a 100% Small Business Set-Aside and will be issued as a Request for Quote (RFQ) under solicitation number N00189-13-T-0346 on or around the week of 5 October 2013. The period of performance is for a one-year base period with four additional one-year option periods, and one six-month option should FAR Clause 52.217-8 be exercised. The applicable North American Industry Classification System (NAICS) for this requirement is 484210 with a Size Standard of $25.5 Million. The corresponding Federal Supply Code (FSC) is V003. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil and http://www.fedbizopps.gov. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above web sites. This office will no longer issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements via the Internet at http://www.sam.gov. The FedBizOpps website has a "submit bid" button next to the solicitation number. DO NOT use the "submit bid" button on to submit your proposal. Telephone requests are not authorized and shall not be accepted.
