Description
SYNOPSIS/NOTICE OF INTENT This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Department of Energy?s (DOE), Office of Economic Impact and Diversity (ED) plans to contract with the American Indian Science & Engineering Society (AISES) by means of other than full and open competition. The Department of Energy intends to award a sole source firm-fixed price contract to AISES. The period of performance for this award will be twelve months. The award will not exceed the simplified acquisition threshold. The Office of Economic Impact and Diversity?s overarching mission is to ensure that minority communities have access to all of the educational programs and activities of the Department. Additionally, the Secretary has delegated ED as the Department?s lead for implementation of EO 13592, White House Initiative on American Indian and Alaska Native Education which calls on the eight agencies (including DOE) to promote educational opportunities for Native American students at tribal schools and at mainstream institutions from Kindergarten through Graduate School. This requirement will ensure that the AISES Science Bowl project reaches Native American students. AISES will coach and host workshops for the selected schools to prepare students to compete in several Regional Science Bowls. The regional science bowls will occur in Los Angeles, CA, Minneapolis/St. Paul, MN, Phoenix, AZ and Albuquerque, NM, in the spring of 2014. DOE scientists and engineers will participate in the science bowl to raise awareness with Native American and Alaskan Native students of the numerous educational and career opportunities that exist in the STEM fields. These activities will further build on the existing working relationship between DOE and AISES to influence a large network of talented and committed Native American STEM professionals and AISES student members. AISES is uniquely qualified to perform the services desired by the Department of Energy given they are the only organization with a demonstrated capacity to mobilize a national network of American Indian and Alaska Native (AI/AN) STEM professionals, with existing relationships to the local AI/AN K-12 community, local influence, and connection to corporations, tribes, government agencies, and educational institutions that can support this effort.. Additionally, AISES years of demonstrated experience in providing support to AI/AN science bowl teams, and through its previous efforts, has created an immense amount of interest in AI/AN-focused science bowl participation. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a NOTICE OF INTENT; however, interested parties may submit a capability statement or quotation, which shall be considered by the agency by Tuesday, September 24, 2013 at Noon, 12:00pm (Eastern) via e-mail to Danielle.Hicks@hq.doe.g
