Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, W912LP-13-T-0034, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. A Justification & Approval for Other than Full and Open Competition is attached. The NAICS code is 334290 and the small business size standard is 750 employees. The following commercial items are requested in this solicitation: 0001 - Upgrade two (2) existing Monaco D-700 fire alarm receiving stations with two (2) Monaco D-21 fire alarm receiving stations. Upgrade to include both a primary system located in the Fire Station building and a redundant system located in Security Forces building. System must be compatible with existing Monaco BT-2 transmitters that are located in each building at the 185th ARW that transmit alarm signals to the primary and redundant receivers located in the fire station and Security Forces building. Upon installation of upgrade, complete system must be Underwriter's Laboratories tested and approved. System will provide graphical user interface at the two (2) receiving stations to include a mounting rack. Provide any equipment needed to extend monitor, mouse and keyboard to each desktop. Provide any required network switches to make primary and redundant systems operable. Provide media converters and uninterruptable power supply (UPS) at each location, primary and redundant. Both facilities have backup generators so the UPS is only required for brief periods of time. Existing database must be merged into both primary and redundant systems. Reuse existing RFM7000 modems. Fiber is not available between the primary and redundant system. The following provisions and clauses apply to this acquisition: The provision at FAR 52.204-7, System for Award Management. The offeror must ensure Representations and Certifications are completed on System for Award Management (SAM), http://www.sam.gov. The provisions at DFARS 252-203-7005, Representation Relating to Compensation of Former DOD Officials; and DFARS 252.204-7011, Alternative Line Item Structure. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items.
