Description
The primary purpose of this solicitation is to competitively source requirements for the USPS Priority Mail Express (EP-14) and Express Mail (EP13‑C) envelopes, and to employ the optimal substrate (based on technical specifications and cost) for these two expedited envelopes. The EP-14 Priority Mail Express and EP13-C Express Mail envelopes currently in production are white, self-adhesive, 11.625" x 15.125" envelopes, approved for domestic and international use. They are currently made using a DuPont Tyvek substrate. Competition of the different substrates will allow the USPS to compare the efficiencies and performance of each substrate across the various available product lines in the marketplace, and make a best value determination regarding which substrate provides greatest overall benefit to the Postal Service. The Postal Service plans to conduct a Prequalification of Suppliers. Only prequalified suppliers will receive the solicitation and specifications for these envelopes. During the prequalification process, the Evaluation Team will evaluate the supplier's capability to ensure it has the ability to nationally fulfill requirements, per specification, for the defined products (EP13-C and EP14). The team will also evaluate the supplier's overall financial capacity to fully support and fulfill all anticipated requirements, including full range of product types, volume demands, and transportation support (if FOB Destination). Interested suppliers MUST submit appropriate financial documents, i.e., audited financial statements for the last three (3) years. The Postal Service intends to award one or multiple contracts, resulting from this solicitation, to the supplier(s) whose proposal conforms to the solicitation, and whom the Purchase Team determines offers the best value to the Postal Service. The Postal Service will also make a determination on the delivery method that provides best overall value, prior to award. The contract(s) will cover the production and delivery of the envelopes, as described in the specifications. Resultant contracts will be Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with minimum and maximum amounts based on a reasonably conservative forecast of our projected volumes over the anticipated contract life cycle. The Postal Service requires that the supplier is a converter of raw materials to produce the end-product. The supplier must have the capability to produce a minimum of eighty million (80,000,000) units, per year, of the finished product, in full compliance with the specifications. The supplier must also have the capability to print and tint the inside and outside of the envelope. The inside print/tint may be a minimum of one color, while the outside may be a minimum of two colors.
