Description
The USGS intends to award a sole source contract to Riegl USA for a VZ-400 3D Imaging Sensor, associated proprietary software, VZ-400 upgrades and associated hardware. Riegl USA is the only know supplier that can provide the required equipment. The USGS Earthquake Science Center requires a 3D laser scanner to survey topography in a variety of difficult settings. These difficult setting include steep topography, dense vegetation, large study sites (up to 100s of meters across}, and limited viewability due to complex topography and vegetation. The requirements of the scanner include 1) long range (over 250 meters at low {20%) reflectivity), 2) 360 degrees horizontal and >90 degrees vertical field of view in order to survey steep and complex landscapes with a minimum number of survey locations, 3) high speed {>25,000 measurements per second) to enable efficient fieldwork,4) calibrated high-quality digital camera to map RGB images to 3D survey data,5) the ability to collect multiple laser returns (or save full waveform) per emitted laser pulse in order to penetrate vegetation and scan the actual ground surface, high accuracy(< 6mm absolute accuracy), 6) the ability to be integrated into a mobile laser scanning system. The only scanner on the market that is suitable for use in steep vegetated terrains is made by Riegl. Riegl is the most favored scanner for use in the Earth sciences because of its ability to operate rapidly, accurately, collect multiple returns or full waveforms in dense vegetation, rapidly incorporate high quality digital photos, and to be integrated into a mobile laser scanning system. This announcement is a notice of intent to award a sole source purchase order to Riegl USA of Orlando, FL under the requirements of FAR Part 13 and FAR 6.302-1," Other Than Full and Open Competition - one responsible source". The applicable NAICS code 541511 Custom Computer Programing Services, $25.5M. This notice of intent to award is not a request for competitive proposals. However, the USGS will consider any capability statements received by 05:00 PDT on Friday, 19 Sep 2013. Capability statements would normally be considered solely for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Any respondent companies must be a small business. All responses shall be emailed to Joseph Riccomini, Contracting Officer, at jriccomini@usgs.gov so that they are received no later than 05:00 PM PDT on Sep 19, 2013.
