Amendment 0003 THIS IS THE NOTICE RELATED TO SOURCES SOUGHT HSCG87-13-R-PJT360. ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT/ENGINEER QUALIFICATIONS, IS CONTAINED HEREIN. THERE IS NO SEPARATE Request for Proposal (RFP) PACKAGE TO DOWNLOAD. The Statement of Services dated 23 August 2013 is provided as Attachment A. 1. Small Business. This proposed contract is a 100% small business set-aside in accordance with FAR 19.502-4(a). The appropriate NAICS for this contract is 541330, or 541310. The small business size standard classification for this contract is $14,000,000 for either NAICS. Award will be made to up to three of the most highly qualified small business firms. The determination of which firms are the most highly qualified will be based on a subjective assessment of the evaluation board on the firm's ability to meet the evaluation criteria included in the synopsis. Firms must at least meet the evaluation criteria to be considered "most highly qualified." The highest ranked firms will then be invited to discussions. The number of firms invited for discussions will be sufficient such that up to three contracts may be awarded. A firm will not be invited to a discussion if it cannot be determined most highly qualified by the evaluation board. If a firm is competing for this contract as a joint venture, the firm must submit legal documentation along with their SF 330 documenting their status as a joint venture. The joint venture must also be registered in www.SAM.gov at the time of SF 330 submission. The legal documentation verifying the joint venture will not be considered part of the page limit for SF 330 submission. Small businesses will be required to comply with FAR 52.219-14, Limitations on Subcontracting. 2. Description of Work This is 100% small business set-aside with up to three IDIQ contracts anticipated to be awarded. The planned minimum guarantee per contract is $5,000. The period of performance is a total of five years (no option periods) with a total estimated ceiling of $19.5M. It is anticipated that approximately $4M per year will be ordered, with the typical Task Order ranging from $25K to $500K. Firms may have as their prime area of expertise an established engineering discipline (eg: mechanical, electrical, civil, structural, etc) OR architecture. The contractor shall have in-house engineering OR architecture areas of expertise. The contractor shall have in-house capability, OR the ability to obtain via sub-consultants, the appropriate Professional certifications and licensing required by Task Orders. The A/E shall designate in-house Key Personnel: a Principle/Program Manager and a Project Manager who will be directly responsible for administration of this contract. The A/E shall also designate the Key Personnel (in-house or sub-consultants) which have primary responsibility for satisfying the requirement to have Alaska Professional Licensed Engineers in the following disciplines: Civil, Structural, Geotechnical, and Mechanical. Any substitution of Key Personnel is subject to government approval. Provide professional Architectural/Engineering (A/E) Services for Coast Guard which include the full range of engineering services required to maintain, refurbish and construct new USCG facilities in the State of Alaska; including waterfront facilities, housing, industrial facilities, support and operational buildings; and infrastructure and utilities systems. Design services include: Project Scoping, Schematic and Final Design (contract ready construction documents). Deliverables produced by the A/E shall be stamped by licensed professionals as required in each Task Order. Services include, but are not limited to: a. Develop contract ready documentation for Design-Bid-Build, and Design-Build contracts; b. Studies: Perform site investigations and site analysis, prepare project planning and development documents, including project related environmental investigations; c. Investigations and Analysis: Provide services in a wide range of technical areas to include: geotechnical, topographic, hydrographic, seismic analysis, facilities maintenance, planning and programming studies, energy analysis, preparing regulatory permit applications or performing regulatory consultations. d. Engineering Support Services: to include: cost estimating, fire protection and life safety, energy/building envelope services, data management and technical services, project related environmental permits and plans. Provide professional certification of project related permits and plans, prepare environmental planning/NEPA documents. Provide analysis and recommendations regarding engineering approach, design, and alternatives. e. Field Services: Provide a full range of field work, including site investigations, performing all technical disciplines associated with facilities maintenance and, design and construction programs; including construction management, inspection, and post construction /field support services. The A/E firm shall provide all necessary personnel, facilities, equipment, materials and subcontractor services for multiple task assignments in conjunction with this scope of services. The A/E firm shall ensure that all activities performed by its personnel, subcontractors and suppliers are executed as required in compliance with all applicable environmental and safety laws and regulations and shall meet all relevant, appropriate, and applicable professional standards. Services will be detailed on each specific Task Order. 3. Evaluation Criteria. Evaluation, and selection will be based on the most highly qualified firms based on the criteria stated below. Each A/E firm must demonstrate their qualifications with respect to the selection criteria, by completing a SF330, and providing a narrative which specifically itemizes qualifications in response to each of the following criteria. The narrative may refer to information on/in the SF330. Factors are listed in descending order of importance. 3.1 Professional Qualifications. (a) Provide evidence that your firm is permitted by law to practice the professions of architecture or engineering, i.e., State registration number. (b) In house or ability to obtain through sub-consultants: Professional Licensing in broad range of Architecture and Engineering disciplines. (c) In house or ability to obtain through sub-consultants: Alaska Professional Licensing in Structural Engineering, Mechanical Engineering, Civil Engineering and Geotechnical Engineering. (d) Alaska Cold Regions Certifications/Training (e) Ability to provide (when required by the Task Order), additional specialized expertise or certifications may be required, such as Waterfront Design, Fire Protection Certifications, LEED, etc. 3.2 Locality Expertise and Knowledge ( a) Experience working on multi-trade/multi-faceted Alaska design and construction projects. (b) Experience working for/with Government agencies on Alaskan design and construction projects. (c) Experience: coordinating with Alaska State Environmental Regulatory Agencies. 3.3 Technical Competence and Specialized Experience (a) Identify 5 completed (or substantially completed) projects demonstrating competence and specialized experience to satisfy anticipated work under this Contract on SF330 Section F. 3.4 Management Capabilities and Capacity. (a) Provide resumes for the following Key Personnel, and, describe duties to be performed under the contract. Principal/Program Manager Project Manager Structural Engineer Geotechnical Engineer Mechanical Engineer Civil Engineer (b) Provide resumes for the following, if not included above: Architect, Electrical Engineer, Cost Estimator. (c) Provide an organization chart describing lines of authority and location of personnel, for Prime contractor, Key personnel, and any sub-consultants. (d) Describe management approach for internal quality controls. (e) Describe ability to simultaneously manage fluctuating work load of small and large projects. 3.5 Prior Experience and Past Performance. (a) Describe a project or situation where the contractor solved unforeseen circumstances, responded to accelerated time frames, or successfully managed a high-profile or controversial project. 4. Contract Structure. The Government intends to award up to three A/E firms, a Firm-Fixed-Price, Indefinite-Delivery Indefinite-Quantity, Multiple Award contract. This is planned to be 100% small business set-aside. The work will be required on an as-needed basis during the life of the contract. Federal Acquisition Regulations (FAR) Part 36.6 (Brooks A/E Act) selection procedures apply. The Government will determine the contract task order amount using the negotiated contract rates and negotiate the effort to perform the particular project. Proposals may be subject to an advisory audit performed by the Defense Contract Audit Agency or other similar audits. The overall contract ordering period will be a total of five years (no option periods) with a total estimated ceiling of $20M. Each firm will be awarded a contract that will not exceed $20M over the five year period. When all contracts are combined, the total aggregate value will also not exceed $20M. The appropriate NAICS for this contract is 541330. The small business size standard classification for this contract is $14,000,000. Estimated date of contract award is on or before February 2014. Award of Task Orders under this IDIQ contract will vary from$25,000 to $500,000. A minimum guarantee of $5,000 for the contract will be executed through the first task order. The minimum guarantee will be returned to the Government should the A/E firm be selected for a subsequent task order. Each task order will have a project specific period of performance. The task orders issued under the awarded contracts will be competed under Fair Opportunity, FAR 16.505 (b); the selection of contractors and placement of orders shall be consistent with FAR 36.6. A single firm will selected based upon the qualifications of the firm as required to best meet the requirements of the proposed task order. 5. Required Registrations. All A/E firms are advised that registration in the System for Award Management is required at the time of SF 330 submission. Architect-Engineer Firms which meet the requirements described in this announcement are invited to submit a completed SF 330. Provide a narrative addressing each evaluation criteria, as described in paragraph 3. The Narrative responses shall not exceed 20 pages single sided print, or 10 pages double-sided print. There is no page limitation for SF330 forms, joint venture paperwork, front cover, back cover and divider pages/tabs. Responses will be presented using standard page size (8.5-in. by 11-in.), standard page margins (not less than included on the SF 330), and standard font size (11 pt. for all content added by the firm. Default font size as included in the SF 330 forms available from GSA is acceptable.) other than headers, footers, tables, spreadsheets, figures, and graphics which can be provided at not less than 8 pt font. Up to three (3) pages of the total page count may be presented on 11-in. by 17-in. page size as long as it is strictly limited to the presentation of tables, spreadsheets, figures, or graphics. Resumes submitted under Part 1 Section E are limited to the Key Personnel listed in the evaluation criteria above. Resumes for other positions will not be considered and should not be submitted. Should a firm be selected for contract award, additional positions, labor categories and their associated rates will be subject to negotiation. Substitutions of Key Personnel shall be approved by the Contracting Officer. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. SF330, Section D: Organization Chart: In addition to the Instructions provided for the SF 330, identify the overall relationship and lines of authority of the proposed team, including key subconsultants. (Note: All individuals listed on the organization chart are not required to have a resume in Section E) Part II - General Qualifications Special Instructions: Firms are to ignore Block 10. Please include a separate Part II for each branch office and each sub-consultant as applicable to this announcement. Responses should be submitted in hard copy format with one (1), original and three (3) copies, and one (1) electronic copy on a CD/DVD to the Contracting Officer, Gabriel Perez at U.S. Coast Guard Shore Maintenance Command ATTN: Gabriel Perez 915 2nd Ave., Room 2664 Seattle, WA 98174 Upon selection as one of the most highly qualified, a Request for Proposal (RFP) will be issued to the A/E firm requesting discipline labor rates. The Government has established a 14 day turnaround for the A/E firm's proposal after receipt of the RFP. Late responses will be handled in accordance with FAR 52.215-1. THIS IS NOT A REQUEST FOR PROPOSAL. Electronic (E-mail, facsimile, etc.) submissions are not authorized. Firms responding to this notice by 2:00 p.m. PST, 15 October 2013 will be considered. Inquiries concerning this project should include solicitation number, title, and point of contact and should be sent electronically to gabriel.d.perez@uscg.mil. The cutoff date for submitting inquiries is; seven calendar days prior to the response due date. Firms are encouraged to submit any questions as soon as possible.
