Description
The Naval Air Systems Command intends to issue a modification to an existing Delivery Order for development of navigation improvements to the Tomahawk Weapon System. This development will consist of requirements refinement, alignment guidance development, contractor testing, and an Operationally Embedded Software (OES) update to the BLK IV Tactical Tomahawk All-up Round. For the purposes of this contract, NAVAIR intends to award the effort to Raytheon Missile Systems, P.O. Box 11337, Bldg 9022 M/S K1, Tucson, AZ 85734-1337. Since 1998, Raytheon has been the sole developer, designer, and manufacturer of the BLK IV Tactical Tomahawk Missile. Raytheon solely possesses the data rights to the current configuration technical data packages for the BLK IV Tomahawk Missile. Raytheon currently manages the key requirements, interface, integration, and verification documents for the Tomahawk Weapons System. The OES and associated documentation will require extensive integration with the BLK IV Tomahawk Missile, particularly the Guidance Electronics Unit - Replacement (GEU-R). The integration will require specific engineering design data for the BLK IV electrical, firmware, software and functional interfaces. The systems/subsystems interfaces required to develop the integration designs include the guidance and control system and executive computer control software, among others. Because detailed knowledge of the BLK IV Tomahawk Missile is required to perform the services and engineering support necessary, Raytheon is the only source capable of accomplishing the integration of this requirement in the required timeframe without significant duplication of cost. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This effort requires access to "Military Critical Technical Data". The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives.
