Description

The Department of Veterans Affairs, NCO 16, Station 502 intends to solicit and award a sole source IDIQ to Alcon Laboratories for Custom Sterile Surgical Eye Packs that they currently provide to Southeast Louisiana Veterans Health Care System in New Orleans, LA. Alcon Laboratories is the only source that can currently provide these existing proprietary packs and will continue to provide them during an Interim period until a competitive regional award can be made. The performance period of the IDIQ is 01 Oct 13 through 31 Mar 14 with a six (6) month option. Authorization for Other Than Full and Open Competition is in accordance with 41 U.S.C. 253(c)(2) Unusual and Compelling Urgency. The North American Industry Classification System Code (NAICS) is 33912 and the size standard is 500 employees. This synopsis is for notification purposes only and does not constitute a solicitation for proposals or quotes. No solicitation will be published. Responses to this notice, if any, must show clear and convincing evidence that competition is attainable and more advantageous to the Government. This 'Notice of Intent' to sole-source is not a request for competitive proposals. A determination not to compete this proposed contract action is solely within the discretion and authority of the Government. Information received will normally be considered solely for the purpose of determining whether to solicit this requirement as a 'full & open' competitive procurement. No reimbursement for any costs associated with providing capability statements will be provided by the VHA.
