- Mobile Test System - W56HZV-13-R-A125 The United States Army Contracting Command-Warren (ACC-WRN) intends to award a contract on a sole source basis to L3. This contract is for the Test Mobile System and related training services. The test system is specifically designed for the unique R351 engine, a JP-8 fueled, turbocharged, direct injection rotary engine. This Mobile Test System will simulate a full auxiliary power unit system (APU), provide electric power output, acquire data at 20kHz, and will be built with components designed to fit into space provided for an APU. The North American Industry Classification System (NAICS) code for this requirement is 541330. This purchase will be made under Other than full and open competition as authorized by FAR 6.302-1(a)(2). Only one responsible source and no other supplies or services will satisfy agency requirements. The estimated issue date of the RFP is 02 October 2013. The proposed solicitation number is W56HZV-13-R-A125. Interested parties are advised to monitor www.fbo.gov in order to obtain any amendments that may be issued. This notice of intent is not a request for competitive proposals. However, all interest and capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. The intent of this notice is for informational purposes only. No reimbursement for any cost connected with providing capability information will be provided. Note: All offerors will be ineligible for award unless they have registered in the System for Award Management (SAM) database.
