Description
The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to Baltimore RH Typing Laboratory; Baltimore, MD 21201, to provide on-site leukapheresis support services, leukapheresis equipment and maintenance, and collecting a large amount of peripheral blood mononuclear cells from human volunteers to identify biomarkers and correlates of protection in the development of vaccines for the prevention of malaria for the Naval Medical Research Center, Clinical Trials Center, Bethesda, MD. The services are essential for a 24 month period in the conduct of the clinical study, "Phase I Trial with Challenge to Assess the Safety and Biomarkers of Protection in Malaria-naïve Adults of Immunization via Mosquito Bite with Radiation-Attenuated Plasmodium falciparum Sporozoites (IMRAS)". The total estimated value of the contract is $258,288.00. Baltimore RH Typing Laboratory is the only vendor identified that can perform the actual leukapheresis procedure at the study site-Naval Medical Research Center - Clinical Trials Center (NMRC-CTC) located at the Walter Reed National Military Medical Center (WRNMMC), Bethesda, Maryland. In order to meet the minimum mission requirements, it is necessary to contract services with a company that performs mobile research leukapheresis. The companies in the Washington D.C. metropolitan area that provide mobile leukapheresis only provide mobile therapeutic leukapheresis services via a modified bus or recreational vehicle. Baltimore RH Typing Laboratory is able to provide mobile research leukapheresis that must be set up in the outpatient clinical trials center and therefore is the only company that can provide the services required by the research study protocol. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 12:00 PM Eastern Time, 2 October 2013 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil.
