- Responses to Remaining Questions 3 - Dated 9/17/13 The purpose of this amendment is to inform offerors that the remaining questions received before the cutoff date have been answered and posted as an attachment to this notice. There are three documents posted with responses to offeror questions. The DoD Broad Agency Announcement for the 2013 Rapid Innovation Fund has been released. The attached Broad Agency Announcement (BAA) issued under the provisions of the Federal Acquisition Regulation (FAR), Subparts 6.102(d)(2) and 35.016, provides for the submission of White Papers in support of the Department of Defense's Rapid Innovation Fund (RIF). The Military Departments and Defense Agencies participating in RIF for fiscal year 2013 include Joint Science and Technology Office for Chemical and Biological Defense, Chief Information Officer/Defense Information Systems Agency, Combating Terrorism Technical Support Office, Developmental Test and Evaluation/Test Resource Management Center, Defense Health Program, Defense Logistics Agency, Defense Threat Reduction Agency, Missile Defense Agency, North American Aerospace Defense Command/United States Northern Command, National Reconnaissance Office, Assistant Secretary of Defense for Operational Energy Plans and Programs, United States Pacific Command, and United States Special Operations Command. The RIF Program was established to facilitate the rapid insertion of innovative small business technologies into military systems or programs that meet critical national security needs. RIF also intends to facilitate innovative technologies that show a clear transition path to fielding the technology into existing defense acquisition programs.
