- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. 1. IAW with FAR 6.302-1 this justification is for sole source requirements. FAR 6.302-1 (a)(2) States: quote mark When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. quote mark 2. The following is a justification for the purchase of Motorola computer chips to upgrade 25 Motorola radios. 3.J6 has 25 radios that need to be upgraded IOT communicate on State Emergency Frequencies for use during All Hazard Events. These Motorola radios can only be upgraded with Motorola parts and the parts can only be installed by a Motorola factory. 4.The undersigned has concluded that the Louisiana National Guard's minimum essential needs can only be met by the Motorola Brand.
