- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source set forth in Federal Acquisition Regulation Part 6.302-3(1)(2)(iii), 6.302-3(1)(2)(iii) quote mark Full and open competition need not be provided for when it is necessary to award the contract to a particular source in order to acquire the services of an expert of neutral person for any current or anticipated litigation or dispute,quote mark The Trial Defense Attorney's office at Fort Benning Georgia is in need of a Children quote mark s Mental Health Consultant to provide pre-trial consultation. Contractor shall assist the defense in pre-trial preparation, including the conduct of reviews of investigative files, Article 32 reports, recordings and/or transcripts of pre-trial hearings, and credentials of government expert witnesses; providing assistance in interviews of witnesses and preparation of documents for use by defense attorneys; provide telephonic consultation with defense attorneys; and prepare expert testimony during the period 5 days of the month of September 2013. Estimated time, 10 hours The cost to bring another contractor up to speed in this particular case will create a substantial duplication of time and cost that will not be recovered through competition.
