Description
Enterprise Software Asset Management (ESAM) This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if one is issued. VA Office of Information and Technology (OIT) has established the Technology Innovation Program Office. This office has been chartered to establish a VA wide and comprehensive software asset management capability. VA seeks to acquire a commercial off-the-shelf, hierarchical solution that can assist VA in software asset management. VA owns a wide variety of software applications from multiple vendors across its large enterprise. VA operates systems in all 50 states and in Puerto Rico, the Philippines, and a few other OCONUS locations. All locations are connected to the VA intranet. VA operates over 370,000 workstations (PC's and laptops), about 20,000 mobile devices (i.e. tablets, iPads, blackberries, smart phones, etc.), and about 20,000 servers (about 9,000 of which are virtualized instances). Budgets limitations require VA to aggressively and completely begin rigid accounting for all licenses owned and their use. VA will use this tool to inventory, warehouse, harvest and issue software licenses. VA anticipates beginning in FY-14 with a solution pilot. Part 1. VA has established a set of requirements attached to this request and is looking for industry input and costs associated with them. All responders are requested to complete the attached worksheet as much as possible and provide it along with the following information Part 2. VA seeks to understand the following: 1.VA currently has Microsoft System Center Configuration Manager 2007 as well as Tivoli Endpoint Manager (8.2.1175) implemented across the enterprise. Does your solution require these software applications to collect baseline software asset data? If so, please explain and identify what type of data is required. 2.Will you provide VA with evaluation licenses for internal evaluation for up to 180 days to assess ease-of-implementation, scalability, performance, application high availability, and maintenance aspects of the ESAM software solution? 3.Can the solution operate/be provisioned from virtualized servers, and if so, from which manufacturer(s)? 4.Additional hardware requirements to implement the solution across VA including augmentations that may be required for currently existing systems. 5.Estimated potential cost saving and return on investment by removing unused software for up to 10,000 deployed applications, with over 340,000 users. This should include reduction in management burden. Saving is to be based on company historical data from current implementations. All assumptions are to be provided with a rationale for the saving. 6.Is the solution "agentless" or will it require an agent to be installed on each endpoint device? 7.VA anticipates a phased rollout of the solution to manage software titles from major vendors first and subsequently to all software vendors and titles. Are all software vendors and titles managed by the solution "out of the box"? Is the solution limited to a set of specific vendors/titles or are all applications managed? Please explain. How is the solution licensing structured? (Named user / seat; number of endpoints managed, number of software instances, number of processors, etc.). Please explain. Part 3. Estimated Costs Annualize costs over 5 years related to implement and operate the solution in-house: 1)Hardware requirements 2)Software to operate the solution 3)Hardware maintenance 4)Software maintenance 5)Operations and management of the solution (number of FTE) Part 4. Managed Services Considerations If a managed services approach is being suggested, provide a detailed description of how this solution would be provided including security considerations at all levels. If a managed services approach is being suggested, provide an annualized estimate of the cost for a 5-year term assuming VA hosts the solution within its network. Submit responses to this RFI by email to kimberly.flynn1@va.gov no later than October 15, 2013. All proprietary/company confidential material shall be clearly marked on every page that contains such. White papers should also include a short summary of your company's business/developments in this area and current deployments with references. Also, please submit the name, phone number, and email address of the lead from your organization. VA reserves the right not to respond to any or all emails or materials submitted. All VA current requirements identified herein are subject to change at any time.
