- The Department of Veterans Affairs, SAO East Program Office, Denver, Colorado, intends to award a sole source commercial purchase order in accordance with FAR Parts 12 & 13. This notice document and incorporated provisions and clauses are those in effect through FAC 2005-69 effective September 3, 2013. The North America Industry Classification System Code (NAICS) is 611710 EDUCATIONAL SUPPORT SERVICES and the size standard is $14.0 million. The government has determined that National Board of Medical Examiners (NBME) is the only source that can satisfy this agency requirement. The Department of Veterans Affairs (VA) proposes to issue a new firm-fixed price contract, as sole a source action, to National Board of Medical Examiners (NBME), The United States Medical Licensing Examination (USMLE), 3750 Market St, Philadelphia, PA 19104, DUNS: 061840328. This requirement is for participation in an NBME "accelerated development" project to rapidly develop military health/veteran questions on the United States Medical Licensing Exam. The National Board of Medical Examiners (NBME) proposes to establish two task forces. Each task force of 10 to 12 content experts to develop test questions on the psychological and physical problems of Veterans, returning deployed servicemen and women, and the families of deployed servicemen and women, to be included in the four examinations comprising the USMLE, and also develop a medical school subject examination dedicated to this topic. Each task force will be comprised of content experts from two to three subject domains that include TBI, blast injuries, PTSD, other psychiatric conditions of returning servicemen and women (depression, alcohol and drug abuse, including prescription drug use and abuse), psychological and psychiatric conditions of families of deployed servicemen and women, and infectious diseases affecting servicemen and women returning from western Asia. All responsible sources may submit a response, which if timely received, will be considered by The Department of Veterans Affairs, SAO East Program Office, Denver, Colorado. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Any company that feels they have the ability to meet the needs of the Government must submit their technical data (2 pages or less) to support their claim. The information must explain the company's ability to overcome propriety information. The Government does not intend to pay for any information provided under this synopsis.
