- The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) intends to acquire, under a small business set-aside, protective security officer services at the following locations in Washington, D.C.: 90 K Street NE, 633 3rd Street NW, 77 K Street NE, 800 N Capitol Street NE, and 1905 B 9th Street NE. As an integral component of the Federal Protective Service (FPS) security effort, the contractor shall provide and maintain all management, supervision, human power, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports and files necessary to accomplish protective security officer services at these locations. This requirement is being solicited as a commercial item acquisition in accordance with FAR Part 12. It is anticipated that a single award, fixed price, indefinite quantity, indefinite delivery type contract will be established as a result of the solicitation. The contract will consist of a five year ordering period, additional hours at 90 K Street and a six month optional ordering period pursuant to FAR 52.217-8. The NAICS code is 561612, Security Guard and Patrol Services. The size standard is $18.5 million. The RFP shall require the submission of a technical proposal, as well as a price proposal. It is anticipated that the solicitation, RFP # HSHQEC-13-R-00012, will be released to the Federal Business Opportunities (FBO) website on or about September 16, 2013. It is the contractor's responsibility to monitor the website for the issuance of the RFP, as well as any updates to the solicitation. All contractors must be registered in the System for Award Management (SAM) ( https://www.sam.gov ). A Pre-Proposal Conference will be conducted at the FPS-AD office in Philadelphia shortly after solicitation issuance. This conference will invite all interested parties to attend a briefing on this procurement, including but not limited to a summary of the evaluation criteria: explanation of relevant past performance, supervisory post exhibit, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended.
