- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number, VA69D-13-Q-2171, is issued as a request for quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 effective September 3, 2013 and Veterans Affairs Acquisition Regulation Supplement (VAAR) current to December 2012. The North American Industry Classification System (NAICS) Code for this acquisition is 334516, Size Standard: 500 Employees. Offeror's quotes are hereby being requested and shall be submitted on offeror's letterhead or bid form and shall contain the name, title, and signature of person authorized to submit quotes on behalf of the contractor. STATEMENT OF WORK Specific Tasks: The contractor shall provide in timely manner equipment that meets the specifications listed below. Required Salient Characteristics of Equipment: "Dynamic O2/CO2 Controller and Animal Exposure Chambers Dual camera design including monochrome camera and color camera. "110v 60Hz "The controller (OxyCycler ® model A84XOV) will fit any four adjacent laboratory chambers and control normobaric oxygen profiles over the full 0.1-99.9% range simultaneously but independently in each chamber "Multiple chambers "Each chamber able to accommodate two standard size rat cages "Control action will be bi-directional with oxygen gas infusion for raising oxygen and nitrogen gas infusion for lowering oxygen Ability to perform multi-point time lapse experiments with single and multi-point movie generation "Profiles can be started and stopped at any time in any chamber without affecting any other chamber. "Each profile can consist of up to 20 different oxygen setpoints with any rate of change from one setpoint to the next. "Any profile can be cycled continuously or cycled a defined number of times up to 99 times "Any profile can be stored and repeated later at any time in any chamber "Any combination of different profiles can be run in different chambers simultaneously, or run sequentially in the same chamber "Each chamber can have a profile running or can be controlled at any single oxygen level without profiling "The controller can be upgraded to include anytime in the future a mobile monitor pod that will monitor and record carbon dioxide over the p.p.m. range, relative humidity, temperature, and a second oxygen point in any one of the chambers "A44C available to integrate dynamic CO2 control 0.1-20% range simultaneously but independently in each chamber operates in exactly same way as A84 "Installation included in price "End User Training included in price "One year warranty The contractor is required to deliver requested equipment to the Madison VA Medical Center within the time period stated in the contract. After the equipment is received by the Government, the contractor will be required to unpack the equipment, remove packing material and assemble the equipment per the manufacturer's requirements in the Madison VA Medical Center (either in the G-wing of the hospital or the Animal Research Facility, building 12, to be specified by the COR at the time of contract award). After the contractor assembles the equipment, they are required to verify that all software and hardware is installed and working properly. After pre-testing the system, the Contractor shall notify the COR in writing that the system is operational and meets all requirements as specified. The contractor will be required to provide on-site in-servicing and training for all research staff that will be using and caring for the device (including, but not limited to, Mihaela Teodorescu, Robert Conhaim, Oleg Broytman, Rudolf Braun and David Pegelow). All work performed by the contractor shall take place during normal working hours, Monday-Friday between the hours of 8AM-4PM, excluding holidays unless otherwise agreed upon with the COR. Installation work shall be scheduled with Mihaela Teodorescu and Oleg Broytman, who will be responsible to coordinate the work described herein. All equipment to be supplied under this specification shall be new and the current model of a standard product of a manufacturer of record. A manufacturer of record shall be defined as a company whose main occupation is the manufacturer for sale or the items of equipment and which: 1)Maintains a factory production line. 2)Maintains a stock of replacement parts for the item. 3)Maintains engineering drawings, specifications, operating manuals and maintenance manuals. 4)Has published and distributed descriptive literature and equipment specifications on the equipment. In addition to 852.211-71(A), the Contractor warrants that the system will be free from defects from materials and workmanship under normal use for a period of not less than one (1) year for equipment defined herein. Contractor will replace or repair equipment if necessary to the satisfaction of the Government. Contractor shall provide a copy of the written warranty upon delivery of the equipment. Government-Furnished Equipment (GFE) The Government will furnish space in the G wing of the Madison VA Medical Center, no less than 10' long by 3' wide by 5' high, free of obstructions, for the installation of the system. The space shall be equipped with the following: "Four (4) 110V electric outlets connected to the hospital backup generator system "Continuous and pressure-regulated supply of nitrogen, oxygen and carbon dioxide gases, capable of supplying each gas to the system by a separate line, at a pressure of 40 pounds per square inch. "Internet connection for the computer which controls the system. Deliverables: Delivery shall be made within 30 days of award. Performance Monitoring All work shall be performed and equipment shall function in conformance with all VA safety standards, manufacturer's/industry standards, the latest published edition of NFPA 99, FDA, OSHA, JCAHO, ISO 9000, UL and other applicable state, local, national and industry standards. Equipment shall meet EMS (Electromagnetic Compatibility) for EIC 601-1-2 CE, CSA, ETL Approved to U.L. 2601-1, second edition. This work will be inspected by the VA Hospital COR, Biomedical Engineering staff and the research staff in the Teodorescu and Conhaim research laboratories.
