- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The request for quotation number is VA786-13-Q-0406. This is a 100% small business set-aside for Service Disabled Veteran Owned Small Business Concerns. The Government is seeking quotes from eligible and qualified Service Disabled Veteran Owned Small Business Concerns capable of furnishing all labor, equipment, materials, and incidentals required and shall supervise the installation, start-up, and testing of a complete adjustable frequency AC drive controller system (aka variable-frequency drive) for the irrigation pump (40 HP) and flower watering station pump (2 HP), both non-potable water system pumps. The Contractor shall integrate the equipment furnished with the existing irrigation system Programmable Logic Controller, and provide complete installation and interconnection drawings and diagrams required for installation, start-up, testing and adjustment. Installation costs are incidental to the purchase of the item, and are anticipated to be less than the prevailing wages required for implementation of any applicable Department of Labor Wage Rates. The variable frequency drive needed, as a minimum, must have the following characteristics: -460 VAC, 3 Phase, 60 Cycle -Drive Ratings - Irrigation Pump: 40 HP, NEMA 1 enclosure, 100 - 90 amps - Flower Watering Station Pump: 2 HP, NEMA 1 enclosure, 5.6 - 5 amps -The VFD shall use a 32-bit microprocessor based digital control technology and ASIC 's (Application Specific Integrated Circuits) to regulate motor operation. -Means shall be provided for local Hand operation and for the local or remote selection of Hand or Auto operation. -The VFD shall be capable of operating without a motor connected for servicing. -The VFD shall have the same protective features and interface capabilities of the Danfoss. The current VFD is a Danfoss VLT 8000 Aqua Series. The Government will consider an approved equal VFD as long as the quoter provides information such as the manufacturer, model and salient characteristics of the equal product proposing. The VFD and options shall be tested to ANSI/UL Standard 508. The complete VFD, including all specified options, shall be assembled by the manufacturer, which shall be UL-508 certified for the building and assembly. The VFD manufacture shall be ISO 9001 certified. All electrical work shall be completed in accordance with the National Electric Code. The Contractor shall be responsible for supplying written instruction, which shall be sufficiently comprehensive to enable the Cemetery operator to operate and maintain all equipment supplied by the manufacturer. Instructions shall assume the operator is familiar with adjustable frequency AC drive controller systems, but he/she has not previously operated and/or maintained the exact equipment supplied. The equipment, apparatus, and parts furnished shall be warrantied for a period of three (3) years, excepting only those items that are normally consumed in service, such as oil, grease, packing gaskets, O-rings, etc. The manufacturer shall be solely responsible for the warranty of the equipment and all components. All work will be performed at the Fort Sill National Cemetery located at 2648 NE Jake Dunn Road, Elgin Oklahoma 73538. The total proposed price shall include all applicable costs including the purchase cost of the equipment, installation, and any applicable taxes. All work to include installation must be completed no later than 45 calendar days after receipt of a purchase order. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code is 333911 and the small business size standard is 500 employees. Only quotes from Service Disabled Veteran Owned Small Business concerns will be considered for award.
