- NOTICE OF INTENT TO AWARD SOLE SOURCE: Air Force District of Washington Contracting Directorate intends to award a sole source, firm-fixed price contract for the Directorate of Analyses, Assessments, and Lessons Learned (SAF/A9) to the Aspen Systems LLC from Wheat Ridge, Colorado using other than full and open competition procedures pursuant to authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. AF/A9 requires replacement of one of their current computing systems. The system is responsible for simultaneously running models for multiple groups throughout AF/A9. The requirement calls for a plug and play replacement 100% compatible with the existing hardware and software in the current A9 Aspen configuration. The applicable NAICS code for this acquisition is 541512. Persons may identify their interest and capability to respond to the requirement. Aspen System is the only solution that meets the HQ USAF/A9 requirements. This requirement calls for a plug and play replacement 100% compatible with the existing hardware and software in the current A9 Aspen configuration. As the Aspen system type is already fully integrated into current operations, it maintains hundreds of vital A9 models, software packages and operational scripts. Efforts have been made on prior acquisitions to locate competitors within the market. Our market research has shown there is no comparable vendor in the market offering the same customized capabilities. Aspen System's Inc. is the only source capable of providing a system able to interface with additional systems in place. Due to the integration of the Aspen into the current A9 system, training time required to learn a new system and continue operations with the current system, risk of, and cost of converting thousands of electronic files, does not make choosing a new solution a reasonable option. This would significantly impact current mission operations and result in significant cost increases. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by 23 Sep 13 at 1630HRS Eastern Standard Time. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
