Description
NAICS: 541712 Title: Behavioral Epidemiology Assessment Research (BEAR) at the Naval Health Research Center The Naval Medical Logistics Command (NMLC), on behalf of the Naval Health Research Center (NHRC), intends to issue a Request for Proposals. The proposed acquisition will provide behavioral and epidemiological information on deployment-related health issues, combat and operational stress, posttraumatic stress disorder, misconduct, substance use, suicide, workplace violence, sleep issues, medical training, individual stress reactivity, stress physiology, career-span health and wellness issues. This acquisition will be conducted as a full and open competition utilizing the policies and procedures in the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Government anticipates issuance of a single, Cost Plus Fixed Fee (CPFF) contract. The contract is anticipated to have a 60-month period of performance for services, inclusive of planned option periods. It is anticipated that this procurement will be solicited unrestricted. However, the Government reserves the right to change the solicitation procedure. If for any reason, there are no successful proposals, the Government reserves the right to re-open the solicitation. A solicitation will be posted on or about October 3, 2013 to www.FBO.gov. Solicitations are to be downloaded from the website and no solicitations will be mailed. All proposals shall be sent to the address specified in the solicitation. Please email any questions to wayne.medina@med.navy.mil. No phone calls or faxes will be accepted.
