- Boiler Repair for Bldg 536 Statement of Work Boiler Repair for Bldg 536 Request for Quote COMBINED SYNOPSIS/ SOLICITATION FOR COMMERCIAL ITEMS (IAW FAR 12.603 (c)). (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M3E33233A001 and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69. (iv) This acquisition is 100% set-aside for small businesses. The associated NAICS code is 238220 with an $14,000,000.00 size standard. (v) Contractors shall submit a quote for repair and inspection of boilers in accordance with the Performance Work Statement. A HIGHLY ENCOURAGED Site Visit will be held Thursday, 19 SEP 2013 at 2:00 PM EST. All prospective offerors shall meet in the Visitor Center parking lot of Joint Base Charleston - Air located at the Dorchester Road Gate at 1:45 PM EST. Contractors shall notify 2d Lt Brandon Kido at (843) 963-5162 or email: brandon.kido.2@us.af.mil by Thursday at 11:00 AM EST, 19 SEP 2013 of your intent to attend. A firm fixed price contract is contemplated. (vi) Repair and inspection of one (1) boiler, one (1) Hurst series 4VT Boiler, with operational checks and provide Type B inspection by an NBIS inspector accordance with the Performance Work Statement on Joint Base Charleston, South Carolina. (vii) Repairs must be completed by 31 October 2013. Contractor shall not begin repairs until a Notice to Proceed is issued by the Contracting Officer. (ix) FAR 52.212-2, Evaluation - Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1. Past Performance. 2. Price. Past Performance is significantly more important than Price. If the lowest priced evaluated responsible offer is judged to have a Substantial Confidence Performance Assessment Rating that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide 3-5 references of "recent" and "relevant" projects that have occurred. "Recent" is defined as; projects within the past three years. "Relevant" is defined as; Performance effort involved essentially the same magnitude of effort and complexity this RFQ requires. (x) All offerors shall include a completed copy of FAR 52.212-3, Offeror Representation and Certifications -- Commercial Item or complete electronic annual representations and certifications at http//orca.bpn.gov.
