- The Department of Veterans Affairs intends to award a sole source contract under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1(2)(ii)(A) to Uniform Data System for Medical Rehabilitation, 270 Northpointe Pkwy. Suite 300, Amherst, NY. The contract is for the continue participation in an international uniform data system for medical rehabilitation by the Department of Veteran Affairs Physical Medicine and Rehabilitation Services (PM&RS). Functional assessment data of each patient admitted to and discharged from rehabilitation bed-services is collected and submitted to the Uniform Data System for Medical Rehabilitation (UDSmr) at the State University of New York at Buffalo. Enrollment entitles VA to comparison data that represents approximately 855 private sector rehabilitation facilities that also hold UDSmr membership. All facilities within the VA continuum of care also can enter their functional assessment data for patients treated within PM&RS at any bed location. From this data, UDSmr compiles quarterly outcome reports that are made available to each member facility while VACO is provided corporate roll-up reports. Program evaluation methodologies, total quality management practices, and managed care prototypes are made possible through careful use of this data. The contract will allow the use of the Uniform Data System's Functional Independence Measure (FIM) instrument assessment tool, which allows the VA facilities to be "credentialed" in the FIM data collection process. This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement which shall be considered by the agency on future procurements. The government shall not reimburse interested parties for submissions of capability statements in response to this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. E-mail is the preferred method of communication. No telephonic responses will be honored.
