Description
The Army Contracting Command - Rock Island (ACC-RI) intends to issue a Request for Proposal (RFP) in Step 2 and Step 3 of the Three-Step Procurement for the Enhanced Army Global Logistics Enterprise (EAGLE) Requirements included in this announcement. The estimated release date of the Step 2 BOA RFP W52P1J-13-R-0173 is 03 OCT 2013. This RFP will result in the execution of Basic Ordering Agreements (BOAs) with offerors determined to be technically acceptable in accordance with the requirements of the solicitation. All responsible sources may submit a proposal, which shall be considered by the agency. All contractors who already possess a BOA to support EAGLE requirements are not required to submit a new proposal against this BOA RFP. Proposals submitted against task orders will be evaluated on the Lowest Price, Lowest Price Technically Acceptable (LPTA), or other Best Value techniques. A determination of responsibility will be performed prior to Task Order award. The following EAGLE requirements have been identified for an anticipated release of a Step 3 RFP for a future task order. A RFP for these requirements will not be issued until completion of the Step 2 BOA executions under W52P1J-13-R-0173. The majority of the requirements advertised in this BOA RFP may be issued as Small Business Set-Asides, but a determination as to such can be made only when the acquisition action is initiated; official strategies will be announced in the Task Order RFPs upon solicitation release. The requirement descriptions provided below are based on the best information available as of the publishing of this notice. The information is subject to modification and is in no way binding on the Government. Further detailed information relating to any individual item or Task Order description will not be furnished until the proposed action is synopsized through the GPR or the solicitation is issued. Fort Knox, Kentucky: The contractor will provide logistical support including, but not limited to, the following functional areas: Field and sustainment level maintenance on tactical and non-tactical equipment which could include: Life Cycle Management Command (LCMC) Maintenance Program, Pre-Deployment Training Equipment (PDTE), routine tactical maintenance back-up, and unit augmentation and back up maintenance programs; Transportation functions could include providing Transportation Motor Pool (TMP), Personal Property Shipping Office (PPSO) and freight service operations; Supply requirements could include Supply Support Activity (SSA) Management (Classes of Supply include I, II, IIIP, IV, VII and IX), Central Issue Facility (CIF) Operations, Property Accountability (to include PDTE), Ammunition Supply Operations and Ammunition Supply Operations and Ammunition Supply Point (ASP) Management, Installation Property Book and Equipment Management Property Accountability Augmentation Teams (PAAT). The estimated release date of the RFP is Jan 2014. APS-4 Watercraft Yokohama North Dock Japan: The contractor will support the U.S. Army Prepositioned Stock (APS-4) Watercraft, Care of Supply in Storage (COSIS), Exercise and Maintenance program located at Watercraft Equipment Base-Yokohama North Dock, Yokohama, Japan (WEB-YND). APS-4 Watercraft supports Military contingency and humanitarian operations in support of U.S. Pacific Command (USPACOM) Area of Responsibility (AOR). The work includes accountability, maintenance and readiness of Army Prepositioned Stock - 4 (APS-4) and associated equipment; Material Handling Equipment (MHE) and Government Furnished Equipment (GFE), including but not limited to: a. U.S. Army Tugs, Landing Craft, Floating Crane, and Modular Causeway System (MCS). b. Material Handling Equipment (MHE): container handlers, forklifts and cranes. c. Government Furnished Equipment (GFE), i.e. durable and non durable items such as tools, light sets, office furnishings, automation, pier side equipment, dehumidifiers, shore power generators and compressors, etc. The estimated release date of the RFP is Jan 2014. U.S. Army Strategic Logistics Activity Charleston (ASLAC), Goose Creek, South Carolina (APS-3): The contractor will provide maintenance, supply, QA and logistics support services in support of the APS-3 Afloat program and other Army and Department of Defense (DOD) customers. The APS-3 program consists of one Infantry Brigade Combat Team (IBCT), one Sustainment Brigade (SB) and one Theater Opening/Port Opening (TOPO) set of equipment, to include Operational Projects and sustainment stocks, aboard six Large Medium Speed Roll-on/Roll-off (LMSRs) and two ammunition container ships. The LMSRs will be on-station for approximately 36-months before return to ASLAC for an average 109-day maintenance cycle and the ammunition ships 24-months prior to returning to the Military Ocean Terminal Sunny Point, NC (MOTSU) for an average 95-day maintenance cycle. The contractor and ASLAC staff will be prepared to deploy for hand-off of those sets as directed by Department of the Army (DA). The Infantry Brigade Combat Team (IBCT) and Sustainment Brigade (SB) work is performed at a government provided facility located on the Joint Base Charleston, located in Goose Creek, SC and at remote storage sites aboard ship in Diego Garcia and Pacific regions. Additional within scope workload can be performed on a reimbursable basis for other Army and DOD customers. The contractor will be responsible for maintenance and COSIS support, while LMSRs are on-station, which will be provided by team(s) that resides aboard ship for the 36 months. COSIS and maintenance shall be performed on APS-3 equipment including line-haul tractor/trailers, construction/engineer equipment, materiel handling equipment (MHE), ground support/special purpose equipment, Command Control Communication Computers and Intelligence (C4I) systems, and weapons and Operational Project stocks. The contractor, both aboard ship and during maintenance cycles, are required to ensure equipment is maintained at the DA standard of Technical Manual (TM) 10/20, Army Regulation (AR) 750-1, TM 38-470 and applicable regulatory/technical references. Materiel in storage must be inspected to detect degradation, corrosion, and other deficiencies caused by extended periods of storage in an environmentally controlled, confined location. Contractor supply services require inventory, location surveys, shelf-life management, inspection, preservation and COSIS of Class II, IIIP, IV, VII and IX (less Medical). Cyclic inspections will require the coordinated efforts of inspection, storage and maintenance personnel. The estimated release date of the RFP is Jan 2014. APS-4 Camp Carroll, South Korea: The Contractor will provide maintenance and supply support to U.S. Army Field Support Battalion-North East Asia (AFSBn-NEA). Contractor support is required to ensure equipment is maintained at the DA standard of TM 10/20 in accordance with (IAW) AR 750-1, para. 3-2, TM 38-470. COSIS and maintenance shall be performed on APS-4 equipment including combat vehicles, construction/engineer equipment, materiel handling equipment (MHE), ground support/special purpose equipment, Command Control Communication Computers and Intelligence (C4I) systems weapons, turret systems and Operational Project Stocks (Class II, IV, VII & IX). The supply services required are inventory, location survey, shelf-life management, inspection, preservation, and COSIS on the APS which consist of Class II, IV, VII and IX (less Aviation and Missile). Services performed by the Contractor shall include those supply, quality, and logistics functions necessary to perform COSIS on supplies and material controlled by the AFSBn-NEA in accordance with AR 740-26. Materiel in storage must be inspected to detect degradation, corrosion, and other deficiencies caused by improper storage methods or extended periods of storage. The contractor shall determine the complexity of the item; cyclic inspections may require the coordinated efforts of inspection, storage, and maintenance personnel. Warehouse and location maintenance of all stored items shall be maintained IAW DA PAM 710-2-2, AR 710-1, and AR 735-5. The estimated release date of the RFP is Feb 2014. West Point, New York: The contractor will provide logistical support including, but not limited to, the following functional areas: Field and sustainment level maintenance on tactical and non-tactical equipment, which could include routine tactical maintenance back-up, and unit augmentation and back up maintenance programs; Transportation functions could include providing TMP, PPSO and freight service operations; and, Supply requirements could include SSA Management (Classes of Supply include I, II, IIIP, IV, VII and IX), CIF Operations, Property Accountability, Ammunition Supply Operations and ASP Management. The estimated release date of the RFP is Mar 2014. Yuma Proving Grounds (YPG), Arizona: The contractor will provide logistical support including, but not limited to, the following functional areas: Field and sustainment level maintenance on tactical and non-tactical equipment, which could include routine tactical maintenance back-up, and unit augmentation and back up maintenance programs; Transportation functions could include providing TMP, PPSO and freight service operations; and, Supply requirements could include SSA Management (Classes of Supply include I, II, IIIP, IV, VII and IX), (CIF) Operations, Property Accountability, Ammunition Supply Operations and ASP Management, Installation Property Book and Equipment Management PAAT. The estimated release date of the RFP is May 2014 Afghanistan: The contractor shall provide maintenance, supply, and retrograde operations in support of the 401st Army Field Support Brigade (AFSB), the 3/401st Army Field Support Battalion (both at Bagram), 4/401st Army Field Support Battalion (Kandahar) and Maintenance Support Teams at over 30 locations across Afghanistan. The contractor shall also perform facilities support and operation of Standard Army Management Information Systems (STAMIS) / legacy systems as outlined in the Performance Work Statement (PWS). This work is located at various locations within all regions of Afghanistan. This requirement will be issued on a full and open basis to all BOA holders. The estimated release date of the RFP is January 2014. The contractor shall furnish all of the services, personnel, labor, facilities, materials, supplies and equipment to accomplish required tasks, unless specific items of Government furnished property (GFP)/Material (GFM) or Government provided services are called out in the task order RFP. These solicitations will be issued electronically in accordance with FAR 4.5 and 5.201; therefore, hardcopies will not be approved.
