- Request for Information for Manufacture of Airframe Integration Kits for Air Soldier Systems NAICS 336413 1. The U.S. Army Contracting Command-Redstone is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the production of Airframe Integration Kits for the Air Soldier System. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336413. 2.THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. 3.BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. 4.If your organization has the potential capacity to perform this contract, please provide the following information: 1) Organization name, address, email address, telephone number, and size and type of ownership for the organization. 5.Air Soldier is the next generation aircrew mission and protective ensemble that will replace the legacy Air Warrior (AW) system currently being used by Army rotary and select fixed wing aircrew members. Air Soldier includes ancillary aircraft mounted hardware and components, that serve the primary objectives of physiological sustainment, personal protection, and enhancing mission performance; while operating in all environmental and threat conditions, including crash and post crash escape and evasion scenarios. The production contract will require the manufacturer to assemble integration kits in accordance with Government provided Technical Data Packages. The integration kits primarily consist of mounting platforms, clamps, brackets, electrical cables, wiring harnesses, basic electronic components, and other miscellaneous items. The contractor shall perform all wire harness assembly fabrication in accordance with SAE AS-50881. The contractor selected by the Government may be required to successfully complete First Article Test to demonstrate ability to produce the kits in accordance with the Government furnished technical data. The production contractor must maintain a quality system IAW ANSI/ISO/ASQ Q9001-2008 or AS 9100 or equivalent systems as agreed upon between the contractor and the Government. The contractor must employ a product acceptance system that includes inspections and test to demonstrate compliance of the end product with the contract requirements. 6.The PM AW anticipates procuring approximately 700 integration kits per year over a period of five years. 7.The Government anticipates release of a Request for Proposal in the first quarter calendar year 2014. Contract award may be based on competitive pricing and the results of a pre-award survey. Interested parties who consider themselves qualified to manufacture integration kits in accordance with Government provided Technical Data Packages are invited to submit a response to this Sources Sought Notice by October 3, 2013 by COB 4:30 PM central time.
