- Naval Supply Systems Command, Fleet Logistics Center, Jacksonville (FLCJAX) Contracting Department anticipates issuing a Request for Proposal (RFP) for the acquisition of Logistics Support Services (Guam). This acquisition will provide U.S. Navy and U.S. Marine Corps customers within the Fleet Logistics Center (FLC) Guam Operating Area (FLC Yokosuka Marianas) with a responsive, efficient, and reliable means of obtaining temporary contract labor support on an as-needed basis to meet the needs of their operational objectives for the functional areas listed below. Administrative Support and Clerical Services Quarters Management Services Health Services Information and Arts Information Technology Instructional and Training Services Mechanics and Maintenance and Repair Plant and System Operation Engineering/Technical Support Mobile Equipment Operation Financial Management Specialized Technology Industrial Services General Services and Support The solicitation will be issued as a competitive 8(a) set-aside in accordance with the Small Business Act (15 U.S.C. 637(a)). Award without discussions of a Firm-Fixed Price Indefinite Delivery-Indefinite Quantity Multiple (three contractors) Award Contract is anticipated in accordance with FAR Part 15. The base period of performance commencing on or about 01 December 2013 will be for 12 months with two one-year option periods. The FSC Code is R706. The NAICS Code is 561320, with a size standard of $25.5M. The solicitation will be issued on or about 18 September 2013 with closing within 30 days after issuance of the RFP. The solicitation will be available for download on the FEDBIZOPS Website at: https://www.fbo.gov. The RFP will include instructions for preparation of proposals, the performance work statement, and evaluation criteria. It is the responsibility of interested parties to register with FEDBIZOPS to download the synopsis, solicitation and subsequent amendments and all attachments. Offerors are encouraged to review the referenced website frequently for updates. No paper copies of the RFP, attachments or amendments will be provided. No solicitation mailing list will be issued. System for Award Management (SAM) https://www.sam.gov registration is mandatory. The SAM is the Official U.S. Government system that consolidated the capabilities of the Central Contractor Registration (CCR), On-Line Representations and Certifications (ORCA), and the Excluded Parties Lists System (EPLS). ONLY email requests for clarification to the Contract Specialist are acceptable. No phone call communications or personal office visits with FLCJAX or its internal or external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation and award process. Questions from responsible interested 8(a) parties regarding the synopsis and solicitation must be submitted by email within 16 calendar days of their release to Elaine Florence at elaine.florence@navy.mil.
