Description
The U.S. Department of Energy (DOE) is seeking a contractor to manage and operate the Brookhaven National Laboratory (BNL) located on Long Island in Upton, NY. BNL was established in 1947 and is a multi-program laboratory funded primarily by DOE's Office of Science (SC). BNL is a key multi-disciplinary Federally Funded Research and Development Center (FFRDC) dedicated to the exploration of fundamental and applied sciences. BNL's mission is to perform basic and applied research at the frontiers of science, including nuclear and high-energy physics; physics and chemistry of materials; nanoscience; energy and environmental research; national security and nonproliferation; neurosciences; structural biology; and computational sciences. The Laboratory's primary purpose is to conceive, build, and operate large research machines for use by private industry and academia, and to serve as a premier user facility for both foreign and domestic scientific researchers. To carry this out, BNL has a staff of approximately 3,000 employees, consisting of both direct hires and augmented personnel (FY 2013); and a current annual budget of approximately $700 million (FY 2013). BNL is located on a 5,320 acre site which houses in excess of 300 buildings. DOE expects that this competition will result in improved contractor performance and cost efficiencies for BNL. The successful offeror will be required to provide the intellectual leadership and management expertise necessary to manage, operate, and staff BNL and to accomplish missions assigned by DOE. Anticipated funding, from all sources, for fiscal year 2015 is approximately $700 million. DOE expects to award a new contract during the first quarter of fiscal year 2015 which is expected to include a two-month transition period. It is currently anticipated that the award will be a cost reimbursement contract, with an annual performance fee and a five-year base period of performance with the opportunity to obtain up to an additional 15 years of performance through award term incentives. All interested parties are requested to submit an Expression of Interest (EOI) to BNLcompetition@ch.doe.gov. While there is no specific format required, EOI's should include the following information: the solicitation number; the prospective offeror's business name; business size (large, small, 8a, etc.); the nature of the proposing entity (e.g., joint venture, limited liability corporation, etc.); a point of contact, including a telephone number and an email address; your interest as being either a prime or a subcontractor; and, a brief description of your capabilities. The subject line of the email should read, "Expression of Interest". Submission of an EOI does not commit an interested party to submit a proposal, nor does failure to submit an EOI preclude an interested party from submitting a proposal. Expressions of Interest should be submitted no later than 5:00 p.m. Eastern Time on October 2, 2013. A public informational meeting and a "windshield" tour will be held on October 17, 2013 at Brookhaven National Laboratory. DOE anticipates issuing a Request for Proposals (RFP) during the second quarter of fiscal year 2014 that will be consistent with the Secretary of Energy's Acquisition Strategy Decision, as well as Departmental and Federal competition policies and regulations. Approximately two weeks after issuance of the RFP, a pre-proposal conference will be held which will include a BNL site tour. Future information regarding this solicitation will be posted on the competition website at http://bnlcompetition.science.energy.gov. It is the intent of DOE to ensure the solicitation process is transparent and current. To that end, this website has been established and will be the primary distribution medium used to disseminate information relating to this competition in a timely manner. Offerors are responsible for frequently checking the website for information, notices, and updates regarding the solicitation.
