Description
Statement of Work CHRISTIAN TEEN CAMP IN SUPPORT OF THE COMMAND RELIGIOUS PROGRAM (CRP) OF NAVAL STATION GUANTANAMO BAY CUBA. 1.0 BACKGROUND: Per US Navy regulations, SECNAVINST 1730.7D and OPNA1730.1E, it is incumbent upon commanding officers (COs) to have a CRP which accommodates the religious needs, preferences, and rights of assigned military personnel, eligible family members and other authorized users. Religious education has long been recognized as integral to Christian faith formation, discipleship, and sacrament preparation. Off-site, camp style retreats are effective environments for teens to experience personal and spiritual growth while learning more about their faith. Technical expertise is required to deliver religious education in such a camp format. Per SECNAVINST 5351.1, civilian CRP support personnel include educators employed to help execute the mission requirements. 1.1 The object of this contract is to secure the services of a camp director and staff to provide Christian faith specific religious education in a camp-style, youth oriented format for authorized Service member's dependents, teenagers, on NAVSTA Guantanamo Bay, Cuba (GTMO). The camp director and staff will plan, lead, and direct the religious education, activities, and small group sessions conducive to spiritual formation and personal growth. All activities, classes, worship services, and small group meetings will occur on NAVSTA GTMO, including, but not restricted to Main Chapel and Chapel Annex, NAVSTA Guantanamo Bay, Cuba. 2.0 PERFORMANCE: The performance period for this contract is 1September 2013-30 September 2013, during which time the camp director and staff shall: 2.1 Report to DRE and Command Chaplain as DRE Camp Services, answerable to the CO and in consultation with leaders of Protestant and Catholic communities. 2.2 Provide leadership, direction, and administration of religious education in a camp setting on NAVSTA GTMO Cuba. 2.3 Accomplish administrative requirements and complete camp no later than 30 September 2013. 2.4 Successfully gain entry clearance to NAVSTA GTMO. 2.5 Be free of ANY records of criminal misconduct, misdemeanors, or felonies and able to pass necessary background checks for working with and around children. 2.6 Become acquainted with and obey all pertinent NAVSTA GTMO CUBA and DON instructions; shall perform in a manner which precludes any waste of utilizes; and shall not use government equipment for personal business. All motor vehicles operated on the installation by the contractor shall be registered with base security and operated according to applicable directives. 2.7 Although not a Government employee, the contractor shall comply with Executive Order 11222 of 8 May 1965, Prescribing Standards of Ethical Conduct for Government Officers and Employees. 3.0 TASKS: Execute a multiple day and night Christian camp for authorized Protestant and Catholic teens on NAVSTA GTMO CUBA for the purposes of spiritual formation and personal growth, to include opportunities for team and trust building, activities, meals, worship, personal counseling, Scripture sessions, prayer, and other activities deemed necessary by director to execute the mission. 3.1 Work closely with Protestant and Catholic chaplains to develop and deliver content suitable for the respective teen audiences. 3.2 Provide adequate camp leaders to maintain optimal adult to teen ratios. 3.3 Obtain entry clearance to NAVSTA GTMO CUBA. 3.4 Obtain background check clearance per NAVSTA GTMO CUBA. 3.5 Arrange and pay for all transportation to, from, and onboard NAVSTA GTMO CUBA for camp director and staff. 3.6 Arrange and pay for all accommodations for camp director, staff, and camp participants. 3.7 Arrange and pay for all activities via MWR and other entities as necessary for camp-style environment. 3.8 Arrange and pay for all meals for camp director, staff, and camp participants. 3.9 Arrange for and pay for all on-base transportation for camp director, staff, and camp participants. 3.10 Notify Director of Religious Education of needed resources, rooms, and services that may be delivered by NAVSTA GTMO CUBA Chapel. 4.0 POINTS OF CONTACT: 4.1 Technical POC:
