- The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b)(1). Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within three days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Salesforce.com, Inc. is considered the only vendor with the ability to provide a sophisticated suite of social media analysis tools that streamline the process of monitoring conversations across the web's expansive landscape and partially automating the process of gathering, analyzing, and reporting on such data to identify meaningful patterns, trends, and opportunities. The metrics required for analysis of Navy's public image and outreach effectiveness differ in fundamental ways from the metrics of use to a commercial company. The service required includes one topic profile returning up to one million posts and five (5) users. The requested services are the minimum requirements of the government. A different mix of metrics, loss of historical data, or changes in analytical services are not acceptable. The proposed provider has tailored a specific table of metrics that has so far been unattainable from any other source, and also retains the data from all prior years. Development of a new metric array with a new provider would be time consuming, would forfeit the collection of data during the workup period, and would not incorporate historical data. Any length of suspension or degradation of data collection and analysis is not acceptable. The applicable North American Industry Classification Systems code is 511210.
