- RFQ J&A NAVSUP Fleet Logistics Center Norfolk, 700 Robbins Avenue Philadelphia, PA 19111 intends to acquire services to continue the development and expansion of the Adaptive Athletics and Wounded Warrior Programs that will be offered to program enrollees for the Navy on behalf of the Commander Navy Installations Command (CNIC). The award of a firm-fixed price order is anticipated. The period of performance will be twelve (12) months beginning 27 September 2013. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12 and FAR Subpart 13.5. Furthermore, this procurement is being processed as a sole source acquisition pursuant to the statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c)(5), Authorized or Required by Statute, Sole Source Awards to Service-Disabled Veteran-Owned Small Business Concerns, as implemented by FAR 6.302-5(b)6. The Government intends to solicit and negotiate with The Bacik Group for this requirement. The Bacik Group is the only Service-Disabled Veteran-Owned Small Business source that can meet the Government's requirement due to the organization's experience and capabilities. Market research has shown that there are no other capable Service-Disabled Veteran-Owned Small Businesses capable of providing the required services for CNIC. Interested persons may identify their interest and capability to respond to the requirement or submit a quote. This notice of intent is not a request for competitive quotes. However, all quotes received by 20 September 2013 by 5:00 PM EST, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Release of the RFQ will be via the internet. Interested parties may download the RFQ upon its issuance at the following website: https://www.fbo.gov. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice. The applicable North American Industry Classification System [NAICS] code is 541611 with a size standard of $14M. Additional information for this requirement will be listed in the solicitation, which is anticipated to be released on 18 September 2013.
