Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4855-13-R-0039 and is a Request for Proposals (RFP). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-69, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20130909, and Air Force Acquisition Circular (AFAC) 2013_0827 The North American Industry Classification System (NAICS) is 332439 (Other Metal Container Manufacturing). Small Business Size Standard is 500 employees. The Offeror must be an authorized, qualified, and certified vendor and must quote on an all or none basis. Written quotes are required (oral offers will not be accepted). Only one contract will be awarded. Line items: The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and all other items necessary to provide the following item(s): Line Item Description 0001 20 Foot Used or New (preferably used) serviceable water tight storage containers, must maintain structural integrity. Surface corrosion is acceptable but rust that weakens or otherwise penetrates the surface will be rejected. Floors should be complete and in good repair. Unloading will be done by Air Force Personnel. No specific color is desired. QTY 36 Each Foreign end products are acceptable (I.E. Containers manufactured in China, India, etc..) In accordance with FAR part 25.1 IAW FAR 52.211-6, please provide the following if bidding an "or equal" product: A) Manufacturer's name B) Manufacturer's part number C) Description to include salient physical, functional, and or performance characteristics Delivery: FOB Destination to 3771 Sundale Valley Road, Floyd, NM 88118; 30 days ARO It is the firm's or individuals' responsibility to be familiar with applicable provisions and clauses. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
