- **Please note that the closing date has been extended.** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The contractor shall be responsible for providing a full range of ongoing and specialized relocation services, information and assistance to incoming and outgoing members of the Kaiserslautern Military Community (KMC) undergoing a Permanent Change of Station (PCS) move. Primarily, the contractor shall be responsible for operating the Army Community Service (ACS) Lending Closet IAW guidance received from the Relocation Readiness Program Manager (hereafter referred to as the Program Manager). Services shall be provided to all eligible ID card holders. Specific tasks shall include but are not limited to assistance with establishment and implementation of installation program goals, objectives and procedures in conjunction with the recommendations of the Relocation Assistance Coordinating Committee (RACC). This shall include identification of issues encountered by the military and DoD population and implementation of policies and procedures that demonstrate sensitivity to the diverse needs of individuals and families. Provide comprehensive pre-departure assistance and post-arrival settling-in services. Prepare and distribute ACS welcome packets, class handouts and briefing materials. The contractor shall interview, refer and advise military personnel and their families on all facets of the relocation process and all ACS programs. Assist with various administrative tasks required for the operation of the Relocation Assistance Program. Provide assistance to incoming and outgoing military personnel and their families through operation of ACS Lending Closet services such as issue, turn in, inventory, cleanliness of items, calling and/or emailing clients as well as their chain of command for overdue items IAW guidance received from the Program Manager and act as alternate briefer for the Smooth Moves PCS class as needed.
