Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W91ZLK-13-T-0332 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/ solicitation number W91ZLK-13-T-0332 is issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-52. The Aberdeen Test Center has a requirement for structural and thermal analysis for 192 ft diameter projection Dome/Screen. This requirement is a Total Small Business Set Aside. The Associated North America Industry Classification System (NAICS) Code is 332999 and the Business Size Standard is $7M. The Government contemplates award of a combined Firm-Fixed Price contract. NOTES to Offerors: Offers shall note the lead time or approximate delivery date for items offered. Acceptance shall be at destination. Shipping shall be FOB Destination to US Army Aberdeen Test Center's facility located at Aberdeen Proving Ground, Maryland 21005. Description of the Requirement: STATEMENT OF WORK Structural and Thermal Analysis for the Combat Systems Simulation Laboratory BACKGROUND: The Combat Systems Simulation Laboratory is a research and development (R&D) project that is looking to replace the Aberdeen Test Center (ATC) Moving Target Simulator with a new state-of-the-art test facility. The new facility is required to test and evaluate the target engagement and situation awareness capabilities of advanced fire control platforms (ground, anti-air, direct, and indirect/NLOS weapon systems) with integrated command and control network systems interacting with other real or simulated platforms. A major/critical component of the new facility will consist of a 192 ft. diameter hemispherical dome, which will serve as a scenery and target projection screen. The projection screen must provide a smooth (virtually seamless) 96ft (29m) radius spherical projection surface with a radial accuracy of +/- 0.098ft (3cm) or better, and a minimum field-of-view (or tracking fan) of 270 degrees horizontal by 95 degrees (-5 to +90) vertical. A fixed or constant radius surface profile is critical to the measurement accuracy of the weapon pointing errors and the positioning accuracy of the targets. This solicitation has been issued to complete a structural analysis of a proposed design for the projection screen. The information provided by the structural analysis will be used to establish an accurate/realistic cost estimate in support of R&D planning for the new facility, and to verify/determine that the proposed screen design will meet or exceed the (above listed) dimensional specifications for the projection screen. SCOPE OF WORK: The contractor will complete a structural and thermal analysis to determine the radial accuracy and thermal expansion characteristics of the proposed model/design for the projection screen. DELIVERABLES: Architectural plans/drawings of the proposed design and a report to document the results of the analysis. The information (results) from the analysis shall include but not be limited to the following requirements: 1.Radial accuracy of the projection surface for the entire screen (at a fixed temperature). 2.Radial variance of the projection surface with respect to temperature (in 1 increments) from 0 to 120 F. 3.Provide additional cost options with respect to radial accuracy to include the above specified requirement of +/- 0.098ft (3cm). The following provisions and clauses will be incorporated by reference: 52.209-6 Protecting the Government's Interest when Subcontracting with Contractors Debarred, Suspended or Proposed for Debarment 52.211-6 Brand Name or Equal (a) If an item in this solicitation is identified as quote mark brand name or equal, quote mark the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that quote mark equal quote mark products must meet are specified in the solicitation. (b) To be considered for award, offers of quote mark equal quote mark products, including quote mark equal quote mark products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate quote mark equal quote mark products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an quote mark equal quote mark product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) 52.212-1 Instruction to Offerors Commercial Items 52.212-2, Evaluation Commercial Items: The contract will be awarded to the Lowest Price Technically Acceptable (LPTA) in accordance with FAR Part15.101-2. The award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards of the non-cost factor, which is the technical requirement in accordance with the attached specifications. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the proposal. The Government reserves the right to make an award without discussions. The Government reserves the right to award on all or none basis.
