Description
PWS Purpose: This Request for Information (RFI) is issued as market research to determine sources that can successfully perform the tasks as outlined in the attached Performance Work Statement (PWS), including small businesses. The Government does not intend to award a contract on the basis of this RFI or reimburse any costs associated with the preparation of responses to this RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. A response to this RFI is necessary in order to assist this office in determining the potential levels of interest, competition, and technical capabilities within the large and small business community to provide the required capabilities. Background: The Defense Logistics Agency (DLA) Transaction Services continues to support spiral enhancements and ongoing sustainment activities of the Global Exchange Services (GEX) which supports the overall DoD and Federal initiative to provide a common set of tools and services to implement Electronic Commerce (EC) throughout the DoD and Federal Government. GEX is an integration of multiple COTS software packages that provide messaging and mediation services primarily to the Business Mission Area in Department of Defense (DoD). Scope: Support and expansion of GEX core capabilities, as well as current integrations, is critical to the success of business systems and data integration efforts across DoD. This environment, knowledge base and process methodology is essential to continue integration of requirements of procurement, supply, finance, medical, transportation, logistics, and any other required or emerging platforms as required. This integrated functionality increases potential access points while reducing single points of failure. This work falls under the areas of: task management; integration program development and management; integration requirements validation and prototyping; business process reengineering, functional process improvement; development, deployment, operations and maintenance management for standard/common/legacy/migrated applications. Objective: To obtain contractor support in sustaining and improving the GEX capability to conduct data integration supporting Electronic Business/Electronic Commerce (EB/EC) within the Federal government. This includes the necessary technical support to DLA Transaction Services, DISA Computing Services Directorate and program specific support for GEX map development and associated testing of new integrations. Response Instructions RFI responses shall conform to the format below and provide the following information: Section 1 - Cover Letter The cover letter must include the following information: • Company name • Company business size with socioeconomic classification based on North American Industry Classification Code 511201/$35.5 million. • Company point of contact and contact information (name, address, phone number, email address, and fax number) • Date submitted If more than one solution is proposed from a team of providers, all company information should be presented (name, size, etc.). Section 2 - Capability Statement Submit a brief description, ten (10) pages or less, demonstrating how your company has the capability, and experience to perform the Tasks as outlined in the attached Performance Work Statement (PWS). Include past experience in performing these, or similar, services to DLA, other Government (Federal or State) agencies, or for a private entity facility. Section 3 - Business Size and Socio-Economic Status Indicate whether your firm is a large or small business. If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business. If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act. Indicate if your firm is a certified Hub-zone firm, a woman-owned or operated business, a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB). Also include the DUNS number of your firm and state whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov. If not, note that any future solicitation can only be awarded to a contractor who is registered in SAM. Responses must be emailed to christian.kurpiel-wakamiya@dla.mil no later than 3:00pm EST, Wednesday, October 2, 2013. Your response shall include (1) Cover Letter, (2) Capability Statement, and (3) Business Size and Socio-Economic Status as explained above. This notice will be used to assist DLA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
