- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-13-T-0239. This acquisition is issued as a REQUEST FOR QUOTATION (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69. (iv) This acquisition is set-aside 100% for Small Business and only small businesses shall be considered for award. The associated NAICS code is 334513. The small business size standard is 500 Employees. Range of MFCs should allow user to control the flow rate as low as 0.1 sccm b. MFCs should be pressure insensitive between 0.01 Torr and 760 Tor - must be able to handle a pressure differential of 15 psig c. Full scale accuracy is 1% or better d. Settling time for MFCs should be one second or less (time needed to stabilize once flow rate is set) e. MFCs should be metal sealed due to the use of corrosive gases f. MFCs must have quote mark male VCR fittings g. MFCs should be capable of controlling the flow rate of multiple gases including argon, nitrogen, hydrogen, chlorine, and hydrogen sulfide h. MFCs should be interchangeable - vary flow rate and gas type in order to minimize inventory (multi gas/multi flow MFCs) i. MFC accuracy should be independent of its installation orientation (vertical, horizontal, etc.) j. Secondary electronics should be able to control at least 4 MFCs at one time in order to minimize the number of control modules k. Secondary electronics should be compatible with LabView for future upgrades - eventual control of MFCs with a LabView-based program l. Electronics must be approved by a nationally recognized testing laboratory (NRTL) to satisfy safety's requirements - if the vendor is on a preferred vendor list that has been supplied by safety, the vendor is an exception to this rule (vii) Delivery is required by 30 days after receipt of order (ARO). Delivery shall be made to U.S. Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD 20783-1145. Acceptance shall be performed at Government location. The FOB point is FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) Evaluation Criteria: The Government will award a purchase order from this solicitation on the basis of the lowest price technically acceptable (LPTA) of quotes meeting or exceeding the acceptability standards and delivery date. The following factors shall be used to evaluate offers: 1. Price 2. Technical (IN ACCORDANCE WITH SALIENT CHARACTERISTICS) 3. Delivery Quotes will be evaluated and ranked according to price, from lowest to highest. The Government reserves the right to evaluate only the technical quote of the lowest price offeror. Other technical quotes may not be evaluated unless the Government determines the lowest price offeror to be unacceptable or non-responsive. In the event the Government determines the lowest price offeror to be unacceptable, the technical quote of the next lowest price offeror will be evaluated. This process will continue until a technical quote is determined to be acceptable. The Technical element of the evaluation shall be a determination as to whether the proposed product meets or exceeds the SALIENT CHARACTERISTICS in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price shall be evaluated based on the total proposed price, including options (if any). If the minimum delivery date of 30 days after receipt of order (ARO) cannot be met, the Government will determine the offer to be unacceptable or non-responsive. It is the Government's intent to issue a single firm-fixed-price (FFP) contract award. The Government intends to evaluate quotes and award a contract without discussions. The vendor's initial quote should contain the best terms from a price and technical standpoint. However, the Government reserves the right to conduct conversations if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotations if such action is in the public interest; accept other than the lowest quotation; and waive informalities and minor irregularities in quotations received. (x) Offerors shall complete the provision at FAR 52.212-3, Offeror Representations and Certifications, within their profile in the System of Award Management (SAM) at https://www.sam.gov. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: NONE.
