Description
It is the Government's intention to issue a Sole Source c(1) award to Airboss Defense for the current procurement of the Overboot, Lightweight, Chemical, Biological, Radiological and Nuclear (CBRN) also referred to as the Alternate Footwear Solutions (AFS). The purpose of this announcement is to advise the industry that DLA Troop Support and the Joint Project Manager for Protection (JPM P) office will be conducting reviews for certification of interested parties in becoming an approved supplier of the Overboot, Lightweight, Chemical, Biological, Radiological and Nuclear (CBRN) also referred to as the Alternate Footwear Solutions (AFS) in accordance with JPMP-PD-AFS-01A (dated 8 June 2012). DLA Troop Support intends to issue this announcement annually to develop interest. If interest is expressed, the government will focus its effort on evaluation of those firms and post future announcement every 3 years. In order to be considered, those sources interested in being certified as manufacturers for the Alternative Footwear Solutions (AFS) shall submit an official request for consideration on company letterhead to the DLA point of contact indicated below within ninety (90) days of the posting of this announcement: DLA Troop Support Attn: Jeffrey Fox, Station 3B-6028 AFS Certification Request 700 Robbins Ave Philadelphia, PA 19111-5096 Or email the request to: jeffrey.fox@dla.mil or Thomas.hutchinson@dla.mil Upon receipt of interest, DLA Troop Support will provide applicable technical documents including Purchase Description ( JPMP-PD-AFS-01A (dated 8 June 2012), Packing, Packaging and Marking Instruction (JPMP-PD-AFS-01A (dated 8 June 2012) and non-disclosure agreement. Offerors will be advised in writing, of the decision with regard to each interested party's acceptability for continued evaluation; which would then require the submission of 125 pairs of alternative footwear solutions. These alternative solutions will be subjected to visual and dimensional examination. All costs associated with the generation and submission of requests, data, and certification samples will be borne by the vendor. Certification of a potential source occurs prior to, and independently of, any contract award to that source. Certification of a source does not guarantee a contract for production, but rather identifies a manufacturer as having demonstrated the necessary levels of quality and manufacturing capability. Certification is the responsibility of the JPM P. Upon certification of a potential source, the JPM P will issue a Manufacturing Certificate and that source will be placed on the Procurement Control Drawing for the Alternate Footwear Solution and will be eligible to compete. A potential source must be certified in accordance with the Alternate Footwear Solutions Certification Plan to be considered for award. If awarded a contract, certified sources will be required to submit production representative samples for a First Article Test prior to authorization to begin full-rate production. At this time AirBoss Defense is the only approved certified source of the Alternative Footwear Solutions Concurrent to the government certification review above, an acquisition is being directed to Airboss under the authority of FAR 6.302-1 for the following quantities: Base Year Option 1 Guaranteed Minimum (MIN) 86,400 86,400 Annual Estimated Quantity (AEQ) 345,600 345,600 Annual Order Limitation (AOLQ) 1,036,800 1,036,800
