- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation HSC85CELLPHONES is being issued as a Request for Quotation (RFQ). All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69. This procurement is a 100% Small Business set aside in accordance with FAR 19.502-2(a). The NAICS code is 517210 and the small business size standard is 1500 employees. The following commercial items are requested: CLIN 0001 - QTY 20 Blackberry Cellular Phones with phone chargers Furnish Blackberry Cellular Phones with international plan that includes unlimited local voice, local data, unlimited long distance and unlimited US voice and data roaming. CLIN 0002 - COST TO REPLACE LOST OR DAMAGED SIM CARDS Contractor shall provide the cost U.S. government will pay to replace lost phone(s). Vendors are instructed to provide a cost for CLIN 0002 however, this price will not be added to the total contract value. The cost for CLIN 0002 will be evaluated as to it's reasonableness and is separate from the evaluution of CLIN 0001 for the LPTA award basis. PERIOD OF PERFORMANCE. The period of performance for this contract is 23 September 2013 through 25 September 2014. Funds are not presently available for this acquisition. The Government's obligation under this acquisition is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. All firms must be registered in the System for Award Management (SAM) database at https://www.sam.gov to be considered for award. All quotes must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quotes submitted by another firm on behalf of a SAM registered company with the intention of being award "care of" will not be accepted. Award will be based on lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items is included in this solicitation, and the offeror must include a completed copy of this provision with their proposal or be currently registered in the SAM website with their Representations and Certifications completed.
