Operation and Maintenance of a fiber optic cable/multiplexer system and telephone switching PABX at NAS I. 3. Background. This Performance Work Statement (PWS) details the requirements for the operation and maintenance of an existing U.S. Navy owned single mode (SM) fiber optic system consisting of approximately 16 Km. of infrastructure, conduit and manholes, outside the confines of the two naval bases to provide connectivity from NAS II building 435 NAS II to building 320 on NAS I. Additionally, system requirements include fiber optic multiplexing equipment configured with telephone and data channels. The contractor will also operate and maintain a fiber optic network monitoring system and a SIEMENS HIPATH 4000 PABX with associated trunks and peripheral systems located in building 320 at the U.S. Naval Air Station Sigonella NAS I, Italy, U.S. Naval Computer and Telecommunications Station Sicily. The contractor shall provide all personnel, equipment, tools, materials, supervision and all other components necessary to operate and maintain, integrate all equipments and systems with the other communications system at Sigonella NAS II, NRTF Niscemi, Marinai, and Augusta. The U.S. Navy requests a single contractor. 4. Objectives 4.1 The contractor shall operate and maintain an existing single mode (SM) fiber optic system including approximately 16 kilometers of fiber optic cable, conduit and manholes, that traverses approximately 14 kilometers of distance in the public domain to connect the two Sigonella Naval bases for end to end communications connectivity from NAS II buildings 435 to building 320 NAS I. The MARCONI SAF fiber optic SDH multiplex equipment and SIEMENS HIPATH 4000 PABX are located in building 320 on NAS I. The contractor is responsible to ensure 24x7 operations of the entire system, and the integration with the telephone and base communications system of the U.S. Naval Air Station Sigonella, to include NAS I/II, NRTF Niscemi, Augusta Bay, and Marinai support sites, in the manner described in this PWS to ensure that subscribers have required service available 99.99 % of the time. 4.2 The SIEMENS HIPATH 4000 PABX is connected via the SM fiber optic link to the existing SIEMENS HIPATH 4000 PABX in building 435 on NAS II and with the NORTEL SL100 End Office EO switch in building 465 NAS II for the Sigonella community inter-base communications. The contractor will ensure that the latest JTIC approved security patches and software version are installed on the SIEMENS HIPATH 4000 PABX. 4.3 The contractor shall perform and document preventative maintenance in accordance with manufacturer's recommendations to maintain PABX batteries, rectifiers, and inverters. The contractor will maintain records of what equipment and systems are connected to the UPS load and will perform periodic battery voltage tests and record documentation of readings. Preventative maintenance and system voltage readings are to be provided to the government upon request. The batteries and related power equipments must be maintained to ensure sufficient capacity to support critical voice and data systems for a period of not less than 8 hours in the event of extended loss of commercial power. The contractor is responsible to ensure that unauthorized equipment is not connected to the UPS load and will provide the government a list of equipment and systems connected to the UPS upon request. 4.4 Contractor shall maintain the main distribution frame (MDF) equipped with lightning and surge protection. The contractor is responsible for maintaining and up to date database of MDF wiring records and will provide the government access upon request. Electronic equipment bonding and grounding for all equipments and cabinets shall be properly maintained and periodically tested by the contractor. 4.5 The contractor shall maintain and operate the fiber optic multiplex network monitoring and management system for detection of all alarm conditions to include AC as well as DC power and room temperature alarms. 4.6 The contractor shall be responsible for accomplishing all work on the fiber optic multiplex, cable system, and PABX and ancillary equipment/systems and shall maintain an on-site stock of high failure spare parts and provide any necessary test equipment, materials, and labor necessary to properly maintain all system equipments. 4.7 The contractor is responsible to request in writing, with at least four weeks advance notice, to the Director BCO authorization for any planned communication service interruptions; dig permit requirements, road closures, or power interruptions. 4.8 The contractor will coordinate all requirements for base access with the Director BCO and will comply with all base security and safety requirements for the duration of the contract performance period. 4.9 The contractor is required to ensure compliance with all Defense Information System Agency (DISA) instructions and guidelines located on www.disa.mil. All switch configuration work must be in strict compliance with DISA's most current version of the DSN Security Technical Implementation Guide (STIG). 5. Scope 5.1 Operation and Maintenance: 5.2 The contractor shall manage and maintain the end-to-end system including the fiber optic in the public domain connecting NAS Sigonella NAS I and NAS II bases, SAF 500 multiplex, SIEMENS HIPATH 4000 PABX, and all ancillary systems including batteries, rectifiers, inverters, MDF, SMDR, close telephone network, and all interface points so that the system is fully integrated with the communications systems at Sigonella NAS II, NRTF Niscemi, Marinai, and Augusta bay pier site. 6. Performance, Operations and Maintenance Requirements 6.1 Task 1. Backup and Restore 6.1.1 Subtask 1 - Backup. The contractor is required to ensure a backup and restore capability for System Management Detail Recorder (SMDR) billing data in the event of a billing system failure. The contractor is required to furnish security patches and software version upgrades for the SMDR and any other contractor provided software during the life of the contract. 6.2 Task 2. On-Call Support. 6.2.1 Subtask 1 - On-Call Support. The contractor shall provide on-call maintenance support and repair as necessary of the SIEMENS HIPATH 4000 PBX, SAF fiber multiplex equipment, UPS system, and interconnectivity with all other sites. The contractor shall be responsible for all fault isolation and shall provide for the elimination of all program faults. The contractor shall provide all spare parts for the SIEMENS HIPATH 4000 PABX,closed telephone network, SMDR, UPS, and SDH multiplex system. The contractor will also operate and maintain a fiber optic network alarm and monitoring system. The contractor shall provide all personnel, equipment, tools, materials, supervision and all other components necessary to operate and maintain all equipments and systems. Trouble calls made from 8 a.m. through 6 p.m. from Monday to Friday will have the response time of 2 hour maximum from the time of the trouble call or when a major alarm is detected. 6.3 Task 3. Operation and Services Listed. 6.3.1 Subtask 1 - The following operation and services will be performed: 1) Preventive maintenance : a) Periodic preventative maintenance in accordance with U.S. Government regulations, the manufacturer's recommendations and proven industry practices. b) Seven days a week, 24 hours a day monitor of the equipment functional conditions. c) Yearly quality control of the NAS-I/NAS-II fiber optic cable and multiplex links.d) 2) Corrective maintenance : a) Correction of anomalies on the basis of alarm signals or trouble calls. b) Maintain a database of the cable plant distribution cables, PABX subscriber port assignments, MDF cross connects numbers assignments per cable pair. etc. The BCO will have full access and copies to all databases and records in data format and hard copy red line drawings. c) Maintain equipment maintenance historical records. d) Maintain a database of the SAF/SDH circuits configuration including MDF cross connections, numbers, and circuit assignments, etc. e) At no additional cost beyond annual system maintenance charges, effect repairs to the cable plant infrastructure when damaged by normal deterioration and natural causes such as water and corrosion, including damage which may be caused to cables by rodents. 6.4 Task 4. Intervention Time 6.4.1 Subtask 1 - Intervention Time. The contractor shall respond to an on-call request from designated official (BCO or Technical Director) regardless of the cause of the problem. The contractor shall respond with service technicians who have product-specific and system-specific knowledge. In case of minor alarms, calls will be answered during normal working hours on the next workday Monday through Friday. The PBX and fiber optic multiplex system redundancy normally precludes service interruption on minor alarm conditions. For minor alarm calls outside of normal working hours or on holidays, the contractor personnel shall clear the minor alarm condition on the next work day. A minor failure is defined as a loss of call processing of 2 percent of equipped lines or trunks, or two equipped lines or trunks, whichever is greater; any abnormal hardware or software condition which requires maintenance action to restore the system to normal operation. For trouble calls made after working hours, and on weekends and holidays (Italian), the contractor will respond and begin corrective action within two (2) hours on major alarms. A major alarm is defined as a service disruption to 25% or more of the circuits along any portion of the link. Interruption of service to emergency telephone numbers of the Sigonella security police, medical, fire department, or operational commands, will be treated as a major outage and respond too accordingly. The contractor is encouraged to resolve problems via remote diagnostics when feasible. Restoration and repair shall begin immediately and continue until the system failures are repaired and service is restored. 6.5 Task 5. Coordination 6.5.1 Subtask 1 - Coordination. The contractor shall respond to a maintenance call when notified by the BCO or Technical Director or persons designated in writing by the BCO or Technical Director. Precise maintenance call procedures will be defined by the BCO or Technical Director and will be consistent with already established maintenance call procedures for links/trunks of similar nature. Precise call-out procedures for major alarms will be defined with the Sigonella BCO and will be consistent with already established call-out procedures for equipments/systems/links/trunks of a similar nature. 6.6 Task 6. Corrective Action 6.6.1 Subtask 1 - Corrective Action. The contractor shall correct any anomalies on the basis of alarm signals or trouble calls. Additionally, the contractor will establish, populate, and keep current a database of the Sigonella NAS I cable plant and peripheral equipments which will include as minimum distribution cables, MDF cross connects, and number assignments per cable pair with corresponding building distribution jack assignment, analogical lines, digital lines, IP lines, and special configuration assignments such as hot lines, ring down, alert systems etc. The contractor will include fields in the data base for equipments connected to inverters. Minimum fields will include equipment (i.e.SMDR), location (building and room number), power breaker location, and associated power loading of the equipment. The Contractor will make records available to authorized Government personnel as required. The contractor may establish the database with software of choice. Records will not be provided to unauthorized personnel at anytime unless expressly permitted on a case basis via written correspondence from the BCO or Technical Director. 6.7 Task 8. Service Call Center 6.7.1 Subtask 1. - Service Call Center. The Contractor shall provide a Service Call Center during and outside normal service hours to receive fault reports and customer orders with preferential logging and forwarding to effect repair of system when necessary. The Contractor shall provide Hotline support in English via a public network provider that the Government may use for general questions on system configuration, installation and operations. 6.8 Task 9. Upgrades 6.8.1 Subtask 1. - Upgrades. The Contractor shall provide information about new technical developments on the system, i.e.: new hardware and software releases, upgrades, patches, recommendations, as well as preliminary plans for upgrades. The Contractor shall ensure that incorporation of software updates required for the system are carried out only after coordination with the proper Government representatives. 6.9 Task 10. Sigonella NAS I switching environment. 6.9.1 Subtask 1 - Maintenance Records. The contractor shall establish, populate and keep current a data base of cable, equipment, and number assignment records in English and provide updated copies of records to authorized DOD personnel upon request. Additionally, the contractor will maintain maintenance records for any preventative or demand maintenance performed on switches and peripheral systems. Records will clearly indicate spare part replacement with specific identifying data, where applicable, for all maintenance actions. Maintenance history records are to be made available to authorized DOD personnel. Records will not be provided to unauthorized personnel at anytime unless expressly permitted on a case basis via written correspondence from the BCO and Technical Director. 6.9.2 Subtask 2 - Training and Access. The contractor shall ensure personnel have the training and knowledge to perform switch maintenance, configuration upgrades and changes. Government Authorized DOD personnel will be allowed access to the SIEMENS HIPATH 4000 switch, MARCONI / ERICSSON SAF SDH and UPS Braga Moro rectifiers and inverter systems. All upgrades and configuration changes to the switching equipment will be coordinated with the BCO Director and Technical Director prior to work being performed. The contractor will allow and, as required, collaborate with authorized DISA/SPAWAR/NAVY personnel access to the SIEMENS HIPATH 4000, MARCONI / ERICSSON SAF SDH switching/multiplex equipment for trunk group route reconfiguration and maintenance to switch database. 6.9.3 Subtask 3 - SMDR Maintenance. The contractor shall perform all maintenance, software upgrades, patches, changes upon request on the Station Message Detail Recorder (SMDR) and ensure it properly collects and merges all (switch/traffic/cost/time/duration/cost centers/totals/conversions in U.S. and Euros, etc. data) from the above described switching environment. The U.S Government will only operate the SMDR for output of customer data as required in the day-to-day operation of the switching system. The contractor is responsible to recoup raw data that may be lost due to any SMDR system component failure and will provide any necessary hardware or software to ensure that the raw ASCII data for the reconstruction of billing information is available to re-introduce to the SMDR system upon restoration. 6.9.4 Subtask 4 - Telephone Close Network. The contractor shall perform all maintenance and maintain parts on the close telephone network for the DSN. Specifically, to consider the whole set of data switches and terminals needed for the administration of the DSN EO and interconnected PABXes. 6.9.5 Subtask 5 - Battery Maintenance. The Contractor shall maintain batteries and associated equipment and electrical panels (Rectifiers, inverters, DC breaker, and distribution panel etc.). A quarterly load test of batteries will be conducted by the contractor and provided to the BCO Director or Technical Director. The contractor is required to perform battery maintenance and voltage tests in accordance with manufacturer recommendations. The contractor will ensure that maintenance records are maintained and made available to the government upon request. 6.9.6 Subtask 6 - Rectifier Maintenance. The contractor shall maintain the rectifier equipment. This includes output adjustments, cleaning, meter readings, and fuse replacement. As a minimum a quarterly load and balance test will be conducted by the contractor and provided to the BCO Director or to the Technical Director. 6.9.7 Subtask 7 - Inverters Maintenance. The contractor shall maintain the inverter equipment. This includes output adjustments, cleaning, meter readings, and fuse replacement. The contractor will ensure that only equipment authorized by the BCO Director or Technical Director will be supported by the switch system inverters. A quarterly load test will be conducted by the contractor. The contractor will provide an itemized list of all equipment supported by the inverters and test results to the BCO Director or Technical Director. 6.9.8 Subtask 8 - Spares/Repair Parts Support. The contractor is required to maintain on site spare parts to ensure rapid restoral of services for the aforementioned switches and equipments which will be stored at NAS Sigonella. Sufficient repair parts based on historical records in place will be stocked and managed so as to ensure spares are readily available. The contractor shall provide all equipment, instructions and manuals associated with the preventative maintenance and repair. Any transport for equipment, parts, instructions, manuals and personnel shall be the responsibility of the contractor. 6.9.9 Subtask 9 - Access to facilities. The contractor shall coordinate all site activity schedules with the BCO Director or Technical Director who will arrange for clearance and access to the facilities involved. The contractor must provide all documents required by Italian and US authorities for site access. The BCO Director or Technical Director will ensure that a complete safety briefing is provided for each location and that all installation passes and other required paperwork are properly issued to the contractor. 6.9.10 Subtask 10 - Safety. The contractor shall comply with all applicable safety laws and regulations. The safety aspects shall include consideration for the safety of personnel during system/subsystem operation and maintenance and all other aspects of this Performance Work Statement (PWS). The safety of the equipment shall not be compromised, nor shall hazardous conditions be created during equipment malfunction or failure. Adequate grounding, shielding, guards, safety interlocks and warnings (in English and Italian languages) for the protection of operator/maintenance personnel from electrical and mechanical hazards shall be used in operating and maintaining the equipment. The contractor shall comply with all applicable Navy, Federal Occupational Safety and health Administration (OSHA), National Electrical Safety Code (NESC); The base safety representative will identify Italian safety standards contained in the Italian Law 81 D.Lgs. 81 of 9 April 2008 applicable to the work to be performed. 6.10 Task 11. Fiber Cable interconnecting NAS I and NAS II 6.10.1 Subtask 1 - Fiber cable maintenance responsibilities. The contractor shall provide preventive and corrective maintenance of the fiber cable interconnecting Sigonella NAS I, and Sigonella NAS II. The contractor will be responsible to repair or replace cables or portions of cables damaged by natural phenomena such as water infiltration, damage by rodents, and changes in cable operating characteristics not caused by accidental breakage during excavation or abuse by third parties. Additionally the contractor will be responsible to replace the cable or fibers damaged due to erroneous cable drawings record updates from the same source. 6.10.2 Subtask 2 - Emergency Repair Crew. The contractor will provide 24 hours a day 7 days a week emergency response repair crew capability for interruption of service to main artery cables that isolate service to a mission critical facility or service to 25 % or more of a switch service capability. When notified by the BCO Director or Technical Director that an emergency repair condition exists, the contractor will make every effort to respond in the fastest possible timeframe. 6.10.3 Subtask 3 - Digging Permits. The contractor will review and sign off on all digging permits and make necessary recommendations to ensure attention is made to clearly point out planned excavations in the vicinity of base cables. The contractor will work all the necessary authorizations and easement rights with the local Italian authorities (Comune/Provincia/ANAS etc.) to make all the necessary corrective actions on the mentioned interconnecting fiber cable. 6.10.4 Subtask 4 - Manholes. Pumping of manholes shall be the responsibility of the contractor when maintenance or access is required to the manholes in the performance of work specified in this PWS. 6.10.5 Subtask 6 - Cable Records. The contractor will ensure that cable records and drawings are maintained current and will provide access to authorized DoD personnel upon request. Records will not be provided to unauthorized personnel at anytime unless expressly permitted on a case basis via written correspondence from the BCO Director or Technical Director. 6.11 Task 12 - U.S. Government Responsibilities. 6.11.1 Subtask 1 - Environment. The U.S. Government is responsible to ensure adequate cooling; commercial and emergency power at building 320 NAS I. 6.11.2 Subtask 2 - Base/Facility Access. Subject to military security requirements, the U.S. government shall permit contractor personnel access at all times to perform system troubleshooting, repair and testing. The contractor shall submit at least 30 days in advance to the Director, Base Communications Office a list of personnel requiring access at each site during the performance of work. The list must be accompanied with documentation required by base security for entry to the base to include: - Copy of ID card/Drive License - Current Address - Copy of company vehicle registration - Vehicle year make and model - Vehicle license Plate number - Vehicle insurance company name and policy number - Vehicle insurance expiration date - Penal Certificate issued by the Court House of residence two years old max - Giudicial Background by the Court House of residence two years old max 6.11.3 Subtask 3 - Duration. Base or facility passes and personal vehicle will be issued for 1 year. No permanent base passes will be issued. 6.11.4 Subtask 4 - Consumable Supplies. The U.S. Government is responsible for the purchase, stocking, and replacement of consumable items. These items include paper, fuses, printer ribbons and tapes. 7. Performance Standards. Performance Standard Acceptable Quality Level (AQL) Method of Surveillance Para 4.1 - System Reliability All systems shall have an overall availability of 99.99% Availability shall be based on the total minutes per year minus the scheduled and unscheduled outages. Subtask 6.3.1 - Preventive Maintenance Standard practices set forth by manufacturer Routine inspection by the customer. Subtask 6.4.1 - Intervention Time Response times: 2 hours: during normal duty hours* 2 hours: weekend and holidays and 25% (major alarm) 6 hours: after working hours and non-emergency Routine inspection by the customer * Duty Hours: 08:00-18:00 Monday-Friday 8. Warranty The contractor shall provide a warranty of one year on all new services and work performed under this PWS. The warranty period shall commence from the time government acceptance of the said work. The warranty shall cover all workmanship. Work done by the contractor shall be guaranteed free from defect and conform to the requirements identified herein. In the cases that the government representative deems work done by the contractor is defective, after the notification the contractor shall restore correct performance of the work/service. At the same time the contractor will use all of his resources to provide continuity of service during the time necessary to restore the service. 9. Permits and Licenses The contractor shall be responsible for obtaining all necessary permits, licenses, and (easement) right of ways, in connection with the performance of this maintenance contract. 10. Incentives. This PWS does not contain any incentives - positive or negative. Both positive and negative performance will be documented in past performance reports database, Contractor Performance Assessment Reporting System - CPARS, as appropriate and will be taken into consideration for follow-on work. •11. Place of Performance. The contractor will perform their duties and maintenance as stated in this PWS at the Government facility and site: -Sigonella NAS I building 320 NAS I SIEMENS HIPATH 4000 / SAF SDH Alternate Place of Performance - Contingency Only.. As directed by the COR, the contractor shall continue performance in emergency or mission essential conditions. Contractor employees may be required to work at home, another approved activity within the local travel area or at the contractor's facility in cases of unforeseen conditions or contingencies (e.g., pandemic conditions, Base exercises, etc.). Any equipment such as laptops or phones provided to Contractor personnel shall be returned at the termination of the engagement or at another time mutually agreeable to both parties. Contracting Officer Representative (COR) approval is required. To the extent possible, the contractor shall use best efforts to provide the same level of support in contingency situations, as stated in the PWS. The contractor shall account for the whereabouts of their personnel should this information be requested by the COR. 12. Period of Performance The period of performance will be 365 calendar days with an estimated award date of 1 April 2014 to 30 September 2014; 1 October 2014 to 30 September 2015 (OP YR 1); 1 October 2015 to 30 September 2016 (OP YR 2); 1 October 2016 to 30 September 2017 (OP YR 3); 1 October 2017 to 30 September 2018 (OP YR 4). 13. Copies of all deliverables shall be delivered to the designated COR. 13.2 Notice Regarding Late Delivery/Problem Notification Report. The Contractor shall notify the COR via a Problem Notification Report (PNR) as soon as it becomes apparent to the Contractor, that a scheduled delivery will be late. The Contractor shall include in the PNR the rationale for late delivery, the expected date for the delivery and the project impact of the late delivery. The COR will review the new schedule and provide guidance to the Contractor. Such notification in no way limits any Government contractual rights or remedies including but not limited to termination. 14 Security. The work performed will be UNCLASSIFIED. The areas where the equipment is located may be classified in that case the contract personnel will be escorted to perform their duties. 15 Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). The SIEMENS HIPATH 4000 PABX, Fiber multiplexing equipment, fiber cable NAS I / NAS II, and all the ancillary equipment, under maintenance by the Contractor in this PWS are the property of the US Government. 16. Other Pertinent Information or Special Considerations. 16.1. Inspection and Acceptance Criteria. Inspection of all work performance, reports and other deliverables under this contract shall be performed by the COR. Additionally, acceptance of all work performance, reports and other deliverables under this contract shall be performed by the COR. 16.1.1 Scope of Inspection. All deliverables will be inspected for content, completeness, accuracy and conformance to PWS and contract requirements by the COR. The scope and nature of this inspection will be sufficiently comprehensive to ensure the completeness, quality and adequacy of all deliverables. The Government requires a period not to exceed fifteen (15) work days after receipt of final deliverable items for inspection and acceptance or rejection. 16.2 Contractor Qualifications: The contractor shall keep current all licenses, permissions and Government of Italy (GOI) approvals. The contractor shall possess host nation Nulla Osta Sicurezza (NOS) certification and provide all personnel, equipment, tools, materials, infrastructure, supervision and all other components necessary to maintain, monitor, repair, replace and test the systems that are to be fully operational and integrated with U.S. Navy-provided communication equipment and systems to the standards detailed in this PWS. 16.3. Employee Conduct. Contractor's employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, flag officer courtesy, "off limits" areas, wearing of parts of military uniforms, and possession of firearms) when visiting or working at Government facilities. 17. Section 508 Accessibility Standards. The following Section 508 Accessibility Standard(s) (Technical Standards and Functional Performance Criteria) are applicable (if box is checked) to this acquisition. Functional Performance Criteria is the minimally acceptable standards to ensure Section 508 compliance. This block is checked to ensure that the minimally acceptable electronic and information technology (E&IT) products are proposed.
