REQUEST FOR INFORMATION (RFI) AND SOURCES SOUGHT FOR AN OCCUPATIONAL HEALTH PROGRAM AT STENNIS SPACE CENTER & MARSHAL SPACE FLIGHT CENTER/MICHOUD ASSEMBLY FACILITY THIS IS NOT A REQUEST FOR PROPOSAL, QUOATION, OR INVITATION TO BID NOTICE A.Background Both Stennis Space Center (SSC), Mississippi and Marshall Space Flight Centers Michoud Assembly Facility (MAF), Louisiana have an existing Occupational Health Program (OHP). NASAs OHP services encompass six constituent areas, all working synergistically to support employee health. These six constituent programs include Occupational Medicine, Environmental Health, Radiological Health, Health Promotion and Wellness, Workers' Compensation, and Employee Assistance all of which meet the NASA Procedural Requirements (NPR) 1800.1. Record keeping is an overlapping area of these six fundamental areas. All OHP records (e.g., medical, industrial hygiene, and compensation claims) are safeguarded, maintained, and dispositioned in accordance with applicable law, regulation, and NASA policy. Both SSC and MAF requirements have existing health clinics and wellness (exercise) facilities within the confines of their security areas. These facilities are currently managed and operated through onsite contractor support. The government (NASA) is currently providing capital investments of equipment and facilities at both locations that may be available to a potential party for the execution of a privately run operation. The population residing at SSC and MAF are 5,500 and 3,500 respectively. B.Information Requested NASA is hereby seeking information from interested health care providers and /or other organizations familiar with occupational health programs in the establishment of a privately run service with the goal of reducing NASA operational expense, increasing synergy, and expanding services while maintaining a high level of client satisfaction. The privately run service shall be able to provide onsite support for some or all of NASA's Stennis Space Center (SSC), Mississippi and Michoud Assembly Facility (MAF), Louisiana Occupational Health requirements. Privately run service is considered any business that is not a government entity or government contractor. RFI Discussion - Open Invitation: The open invitation meeting will be held at Stennis Space Center, Building 1100 Room 2013, on October 1, 2013, from 12:00 p.m. to 4:30 p.m (local time). All interested parties attending this meeting should notify Gary Taylor at gary.o.taylor@nasa.gov with the name of the company, the name of the companys representative, and whether the attendees are U.S. citizens. This information shall be submitted no later than Thursday, Sept. 26, 2013, in order for security gate clearance to be obtained. Company representative shall be limited to two (2) personnel. NASA invites potential firms to submit a written response indicating their interest in establishing a privately run OHP on SSC and MAF on or before October 4, 2013, by 4:00 p.m. central time. If an interested party cannot make the RFI open invitation, submitting a written response by above due date is acceptable.The written response shall be no more than 5 pages in length. A page is defined as 8.5 x 11, 12 pt, and Times New Roman font. Written responses shall include the following: Overall interest and approach to performing a privately run OHP. Identify additional data that may be required to assess the possibility of establishing a privately run OHP service. Major concerns in supporting a privately ran OHP at these facilities For the purposes of this request, please submit all responses electronically to Marvin.L.Horne@NASA.GOV In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this synopsis. The Government will not pay for any information solicited. No evaluation letters and/or results will be issued to the respondents. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential firms responsibility to monitor these sites for the release of further information. The Government intends to review all responses submitted by Industry.This data will not be shared outside the Government. The Government may use this data to refine requirements.
