- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT- National Guard Bureau, United States Property and Fiscal Office for Oregon (USPFO for Oregon), intends to solicit and award a sole source contract to Henry Scheins, Inc., 10920 West Lincoln Ave, West Allis, WI 53227 to purchase seven each DEXIS Platinum Digital X-Ray system to include DEXIS intra-oral sensor, Position-It Kit, one year DEXcare warranty. The most important aspect of this equipment is its ability to provide 16,000 shades of gray generated by a 14-bit analog to digital converter. Dental professionals rely on the contrast of a radiograph to be able to detect disease processes; the longer the scale of contrast in the image, the easier it is to make a diagnosis. With the ability to enhance gray scales using the software that accompanies the sensor in an x-ray digital imaging system, a clinician may be better able to diagnose even subtle changes that may have been missed previously with conventional films. Currently, the organization has DEXIS sensors that were purchased in FY12. The change in the Oregon Guard's operating system to Windows 7 rendered the sensors incompatible hence the requirement to upgrade the sensors to DEXIS Platinum is pursued to allow our sensors to connect to the Oregon Network. Because it is the same brand sensors, the purchase of software will not be necessary. DEXIS software used is already approved by The Deputy Chief of Staff for Information Management (DCSIM) which will be utilized with the new DEXIS Platinum sensors. This sole source requirement meets the conditions of FAR 6.302-1, only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. Henry Schein is the authorized distributor of the DEXIS sensors. DEXIS is the only intra-oral digital sensor that has this high gray scale level (16,000 shades of gray). Other large businesses and small businesses carries sensor with a gray scale level of 4,096. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 339114 and the Small Business size standard is 500 employees based on the U.S. Small Business Administration. This will be a firm fixed price contract. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
