- Notice of Intent No.: 2013-Q-16153A This is a notice of intent to award a sole source 6 month bridge contract and is not a request for competitive proposals. It is anticipated that this requirement will be a Firm-Fixed Price Purchase Order awarded on or before 09/27/2013. This is a 6 month bridge contract that will provide the CDC with adequate time to compete this requirement under a larger long term requirement. It is critical that states be trained quickly on how to implement the strategies and activities outlined in the new Funding Opportunity Announcement (FOA) and to ensure that year one performance measures will be met. A lapse in service would cause irreversible harm to the Government and therefore, this short term bridge contract is necessary. This bridge will support the technical assistance needs of State Departments of Health as they implement strategies funded under a new collaborative cooperative agreement (CDC-RFA-DP13-1305) "State Public Health Actions to Prevent and Control Diabetes, Heart Disease, Obesity and Associated Risk Factors and Promote School Health". This new cooperative agreement will change in the Block Grant MIS System and Grantees must input their work plans in these systems by February. The change in the system will reflect work/activities by Domains and therefore, these Grantees must have Domain training in order to know which Domain their work/activies fit under. These services were previously performed under Contract # 200-2008-27816. Due to the urgency of this requirement, Emory University is the only vendor that can provide us with these interim services on an expedited basis. The Centers for Disease Control and Prevention, Office of Noncommunicable Diseases, Injury and Environmental Health, intends to solicit and enter into a contract with Emory University of Atlanta, Georgia for Domain Training. The Government's requirements are: 1) Maintain, update, and modify the current Block Grant Program framework which was developed and is currently being maintained by the Diabetes Training and Technical Assistance Center of Emory University. 2)Managing, hosting, maintaining and updating/enhancing the learning directory of archived resources for DPH CSSB. This includes managing and maintaining a coordinated web-based learning center (system) and architecture as part of the coordination website to enable easy access to the 4 domain competency- based learning experiences and resources. This includes marketing, promotions and communications of learning opportunities. 3) Designing, delivering a Webinar of interactive trainings for Block Grant Coordinators, Project Officers, other partners, and other invited chronic disease staff. 4) Leading a course that reviews key principles of group facilitation and its use in creating high level group engagement, handling challenging participants, and improving group decision making and consensus and creating online self-taught mini-tutorial on facilitation. The Government intends to solicit, negotiate and award to only one contractor using Simplified Acquisition Procedures pursuant to FAR Subpart 13.106-1(b)(1). A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. All interested responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the CDC to David Kelley by email at vrb7@cdc.gov. No solicitation is available and telephone requests for information will not be honored. This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received within five business (5) days of this posting. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government.
