Description

The Department of Veterans' Affairs is seeking the services of a qualified Service Disabled Veteran Owned Small Business construction company to provide all labor, material, transportation, equipment and qualified supervision required to construct the "Improve Patient Privacy 4D/C " project #652-11-112 located at the H.H. McGuire VA Medical Center, 1201 East Broad Rock Boulevard, Richmond, Virginia, 23249. In general, the project scope consists of renovating approximately 14,000 square feet of the existing 4D inpatient nursing unit, located on the fourth floor of the existing medical center (Building 500), in order to bring it into compliance with current VA standards for hospital construction and patient care. The project objective is to correct deficiencies in patient privacy, accessibility, support services and facilities, workflow, environment of care, and building services. The project scope includes total demolition of all non-bearing partitions, doors, windows, ceilings, flooring, as well as, all mechanical, plumbing and electrical services within the construction limits. Asbestos abatement will be required for floor mastics, window sills, and ductwork sealants. Access to the construction area for contractor's personnel and disposal/delivery of materials will be via exterior lifts, stairways, and/or limited and controlled use of existing building stairs and elevators. The project will create 21 new private patient bedrooms with accessible bathrooms and showers. All patient bedrooms will be equipped with patient lifts, upgraded nurse call capabilities, Get-Well interactive patient access, as well as, upgraded HVAC, plumbing, and electrical fixtures and services. The entire HVAC system will be replaced as part of this project which will require the installation of a temporary air handler to service the adjacent and occupied nursing unit during construction. Existing communication systems will be replaced and upgraded as part of the project. Systems for distribution and management of patient medications will also be provided including the extension of the pneumatic tube system, and distribution modules to improve access for nursing. Contractor shall sequence and schedule the work to minimize disruption or interruption of medical center clinical functions. The work shall be performed in strict accordance with construction drawings and specifications prepared by Roughton, Nickelson and De Luca Architects and completed within 240 days from receipt of the Notice to Proceed. This includes final Inspection and cleanup. The NAICS code for this project is 236220 with a small business size standard of $33.5 million. The estimated construction cost is between $1,000,000 and $5,000,000. The drawings and specifications will be uploaded as part of the solicitation on or about 10/21/2013. A date and time for a pre-proposal conference / site visit will be stated in the solicitation. No other site visits will be conducted. This procurement is 100% set-aside for Service-Disabled, Veteran-Owned Small Business (SDVOSB). Offers are solicited only from SDVOSB concerns and offers received from concerns that are not from SDVOSB concerns shall not be considered.
